Bicol Isarog Transport System Inc. was formally incorporated in the Securities and Exchange Commission on April 19, 2011.
The company has then been operating the Penafrancia and Isarog Lines to include several more bus routes which makes Bicol Isarog TSI the leading bus company in the south of Luzon.
With the recent partnership with VSPintados, the company now even expands its services bringing people safer in the Eastern Visayas region particularly in Calbayog, Catbalogan, Tacloban, Ormoc and Maasin Leyte.
Work Summary
The HR Payroll Officer is responsible for the accurate and timely processing of payroll, administration of compensation and benefits, and computation of final pay for separated employees. The role ensures compliance with Philippine labor laws, tax regulations, and government-mandated contributions while maintaining strict confidentiality of employee records and payroll information.
Duties And Responsibilities
- Payroll Processing
- Process and administer payroll for all employees including drivers, conductors, mechanics, dispatchers, and office personnel.
- Validate attendance, overtime, holiday pay, night differential, leave applications, and other payroll inputs.
- Compute salaries, wage adjustments, allowances, incentives, and deductions.
- Process statutory deductions including SSS, PhilHealth, Pag-IBIG, and withholding tax.
- Prepare payroll summaries, reports, and reconciliation statements.
- Coordinate with Finance for payroll funding and release.
- Ensure payroll processing is compliant with company policies and Philippine labor regulations.
- Compensation and Benefits Administration
- Administer employee compensation and benefits programs.
- Monitor and remit government-mandated contributions and loan payments.
- Process benefits claims such as SSS sickness/maternity, PhilHealth claims, and Pag-IBIG loans.
- Manage employee enrollment and updates for company benefits (HMO, insurance, allowances, etc.).
- Assist in salary reviews and compensation structure implementation.
- Prepare and submit required monthly and annual government reports.
- Final Pay (Last Pay) Computation
- Compute final pay for resigned, terminated, retired, or end-of-contract employees.
- Calculate pro-rated 13th month pay, unused leave conversions, unpaid wages, separation pay (if applicable), and other final compensation.
- Coordinate clearance process prior to final pay release.
- Prepare final pay summary and ensure timely release in accordance with DOLE regulations.
- Process Certificate of Employment (COE), BIR Form 2316, and other exit documentation.
- HRIS and Records Management
- Maintain accurate employee records in the HR Information System (HRIS).
- Ensure payroll and employee data are updated, accurate, and confidential.
- Generate payroll and compensation reports as needed.
- Secure and archive payroll records and supporting documents.
- Compliance and Employee Support
- Ensure compliance with the Labor Code of the Philippines and other applicable laws.
- Respond to employee inquiries regarding payroll, benefits, and compensation.
- Assist during payroll audits and government inspections.
- Perform other HR and administrative duties as assigned.
Qualifications
- Bachelors Degree in Human Resources, Accountancy, Finance, Business Administration, or related field.
- At least 23 years of experience in payroll processing and compensation & benefits.
- Knowledge of Philippine labor laws, taxation, and statutory contributions.
- Proficient in Microsoft Excel, HRIS, and payroll systems.
- Strong analytical and numerical skills.
- Highly organized, detail-oriented, and trustworthy in handling confidential information.
- Experience in transportation or logistics industry is an advantage
