Power your future with AboitizPower.

As HR Operations and Admin Head, you will be responsible for the integrated leadership of two critical enabling functions: HR Operations (Compensation & Benefits, Payroll & Timekeeping, HR Systems) and Administration (Workplace Management, Travel, and Fleet Management). The role holder drives operational excellence, regulatory compliance, and cost efficiency while championing a high-performing team culture. Working in close collaboration with HR Business Partners, the HR Head, and business leaders, this position ensures that both people operations and workplace services are designed and delivered to support ARI's strategic goals and employee experience and contribute directly to transforming energy for a better world. You will work closely with cross-functional teams to deliver results, create positive community impact, and develop your skills in a supportive, purpose-driven environment.

In This Role, Your Responsibilities Will Be:

  • Leads and oversees HR tactical operations — Compensation & Benefits, Payroll & Timekeeping, and Talent Attraction & Onboarding — to ensure consistent, accurate, and efficient delivery of HR services across the organization.
  • Directs the design, review, and implementation of compensation and rewards strategy in alignment with AP standards, ensuring fairness, competitiveness, and compliance with labor regulations.
  • Owns the HR budget by preparing, managing, and monitoring allocations to fulfill HR operational and administrative requirements while maintaining fiscal discipline.
  • Drives continuous improvement of HR policies, systems, and workflows — collaborating with HR Business Partners and the AP TRTC to ensure HR and payroll databases, and other HR systems are maintained and optimized.
  • Leads job analysis and evaluation processes to ensure accurate role classification and equitable salary structuring across the organization.
  • Oversees the administration of benefits programs (retirement, leave, wellness, insurance) and ensures compliance with government regulatory requirements.
  • Ensures HR Partners and business leaders are informed of operational issues, risks, or changes that may impact HR service delivery.
  • Supports the HR Head on financial compliance, payment processing, and adherence to financial regulations and procedures.
  • Provides strategic direction and oversight for all administration operations — Workplace Management, Travel Management, and Fleet Management — ensuring alignment with organizational goals, SLAs, and cost-efficiency targets.
  • Leads contracted services governance by overseeing business performance reviews, safety engagements, and issue resolution across general manpower, travel vendors, and fleet providers.
  • Champions initiatives to optimize operational expenses across all sites, facilities, and offices nationwide, driving cost savings without compromising service quality.
  • Directs workplace compliance and safety by partnering with SHE and Facility Groups to implement the 6S Program and maintain a safe, efficient, and sustainable working environment.
  • Oversees capital repair projects and facility improvements by mobilizing internal and external partners to maintain offices, buildings, and grounds to standard.
  • Manages root cause analysis of Administration-related audit findings, incidents, and issues, ensuring timely corrective actions and closure.
  • Approves payment requests under FINLOA by reviewing and validating transactions through payables monitoring.
  • Cultivates a high-performing and engaged team by having regular and ongoing conversations, with the purpose of setting and communicating clear targets, developing capabilities, managing performance, and discipline.
  • Creates a transparent environment by practicing courageous authenticity while operating on mutual trust, support, and respect.
  • Promotes Diversity, Equity, and Inclusion by respecting TM's individual strengths, views, and experiences to enable innovation, better decisions, and deliver better business results
  • Exercises due diligence and administrative responsibility in establishing and maintaining systems that sustain essential operational functions, such as completing compliance requirements, updating documents and protocols, and other such organizational tasks for continuous improvement.
  • Champions the organization's culture, values, and philosophy by executing and enacting company policies, safety rules, and procedures.

To Succeed in this Role, we need someone who:

  • Deep expertise in compensation, payroll, timekeeping, recruitment, and benefits administration to ensure accurate and compliant HR service delivery
  • Ability to design, evaluate, and administer competitive compensation structures, benefits programs, and rewards strategies in compliance with internal policy and government regulations, while ensuring pay equity and cost sustainability
  • Oversees budget preparation, payment approval, and cost optimization across HR and Admin functions while maintaining fiscal discipline and compliance with financial regulations
  • Manages contracted services, SLAs, and performance reviews across multiple providers to ensure service quality, compliance, and cost efficiency
  • Leads cross-functional projects with structured timelines, risk management, and quality deliverables across HR and Admin workstreams

What You Will Need:

Education & Experience:

  • Bachelor's degree in Psychology, Behavioral Science, Industrial Engineering, Business Administration, or any related course
  • At least 10 years of combined experience in HR operations and/or administration management
  • At least 5 years in a leadership role managing multi-functional or cross-disciplinary teams
  • Experience leading implementation of organization-wide projects or process improvement initiatives
