About the Role

We are seeking a highly specialized, resilient, and hands-on HR Manager to spearhead international recruitment and strategic workforce management for large-scale infrastructure projects. This role is tailor-made for an HR professional who deeply understands the technical language and fast-paced dynamics of heavy construction, civil engineering, or oil & gas.

You will initially be based in Manila for the first few months to accelerate high-volume technical recruitment, leveraging your expert knowledge of the local labor market. During this onboarding phase, you will undertake frequent business travels to Australia and Papua New Guinea (PNG). In the second phase, you will relocate full-time to Papua New Guinea for approximately one year to manage our on-site expatriate and local national workforce directly in the field.

Responsibilities

  • Technical Recruitment & Sourcing: Lead talent acquisition with a strict focus on specialized technical roles within Deep Foundations, Geotechnical Engineering, and Drilling (e.g., Piling/Drilling Operators, Rig Mechanics, Geotechnical Engineers, Site Managers).
  • Philippine Labor Market Expertise: Leverage your established network and local sourcing channels to identify, screen, and select highly skilled Filipino workers ready for international mobilization.
  • Global Mobility & Expat Management: Oversee the end-to-end mobilization process, including visa compliance, immigration paperwork, medical clearance, and onboarding deployment operations for both local nationals and expatriates.
  • On-site HR Operations & Compliance: Act as the main HR point of contact on-site in PNG, managing day-to-day employee relations, ensuring local contractual and regulatory compliance, and supporting project management in remote or challenging environments.

Qualifications

  • Industry Experience: 10+ years of robust HR/Recruitment experience strictly within Heavy Construction, Infrastructure, Geotechnical Engineering, Oil & Gas, or Mining.
  • Core Business Knowledge: Direct, proven experience recruiting for specialized deep foundations (bored piling, diaphragm walls, anchoring, drilling rigs) or heavy engineering setups is highly preferred.
  • Global Mobility Competence: Solid track record in handling international mobilizations, expat management packages, and remote-site workforce logistics.
  • Language Skills: Absolute native or advanced professional English proficiency (both written and spoken) is mandatory.
  • Mobility & Flexibility: Full readiness for frequent regional travel initially, and total commitment to relocate to Papua New Guinea for a 12-month on-site assignment.
