The HR Local Entity Generalist

Accountabilities

  • General HR Administration

Handle various administrative tasks related to HR operations, including record keeping, document preparation, and responding to employee inquiries. Maintain the accuracy, integrity and real-time update of all employee master data in the corporate HR System; compile, generate and submit designated HR reports, and conduct in-depth analysis on key HR metrics to support business decision-making as required. Participate in assigned regional and global HR strategic projects and operational initiatives and proactively contribute actionable insights and practical execution support to drive project completion. Coordinate cross-functional HR-related communication and collaboration; assist in organizing employee onboarding, offboarding, training and engagement activities to optimize the overall employee experience.

  • Compensation & Benefits Administration

Liaison with payroll service provider, strictly follow the established timeline to ensure the accurate and timely disbursement of bi-monthly payroll for all employees. Manage the full lifecycle of global job profiles, including employee promotion and demotion procedures; conduct internal position benchmarking against market pay levels to maintain internal equity and external competitiveness of compensation. Responsible for local staff cost budget planning, tracking and control, as well as the annual merit review process, ensuring alignment with corporate financial targets and HR strategies. Oversee the monthly reporting process for headcount statistics and staff cost data, guaranteeing data accuracy and timely submission to relevant departments. Assist in the end-to-end administration of local compensation and benefits programs, including data entry, prompt resolution of employee benefit inquiries, and liaison with external benefits providers; ensure full compliance with all local labor regulations and statutory requirements throughout the process. Manage employee annual personal income tax filing; liaison with designated tax service providers to offer professional tax support and services for expatriate employees.

  • Compliance & Policy Adherence:

Ensure that all local HR practices and activities fully comply with applicable national & local labor laws, regulations, corporate internal policies and ethical standards; identify potential HR compliance risks, formulate targeted mitigation strategies and provide professional advice to the management team. Strictly enforce and promote adherence to the Hitachi Code of Conduct across all teams, and conduct regular compliance reminders to standardize employee behaviors Draft, revise and timely update the local employee handbook in line with the latest laws, regulations and corporate policy adjustments, and organize the dissemination and training of handbook content to ensure all employees are well-informed. Maintain complete and traceable compliance records for HR activities; assist in internal and external audits related to HR management, and provide accurate supporting documents as required.

Required Skills/ Knowledge

  • Minimum 5years progressive experience in a Human Resources Generalist role within a multinational company
  • Education: Bachelor's degree or above in human resources, Business Administration, and other related fields
  • HR certification (e.g., Mercer certified HR professional programs) is a plus.
  • Expert with SAP & Workday
  • Strong understanding of local labor laws, regulations, taxes and HR best practices.
  • Familiarity with HRIS systems (e.g., Workday, SAP) is highly desirable.
  • Experience with payroll outsource project or HRIS online project

Language and Desired Attributes

  • Fluency in the local language of the entity and professional proficiency in English are required.
  • Excellent interpersonal and communication skills (written and verbal). Proven ability to build strong relationships and influence stakeholders.
  • Strong problem-solving, analytical, and organizational skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Proactive, accurate and detail-oriented, adaptable, and able to work independently as well as part of a team. Demonstrates a strong commitment to ethical conduct and employee advocacy.
