Job Requirements

  • Education: Bachelors degree in HR, Psychology, Business Administration, or related field.
  • Preferred Background: Law background is a strong advantage, especially in labor relations and disciplinary management.
  • Experience: 35 years of HR experience, preferably in manpower-intensive or field operations industries.
  • Knowledge & Skills:
  • Strong understanding of HR processes, labor laws, and disciplinary procedures.
  • Experience drafting Notices to Explain, memos, and administrative resolutions (required/preferred).
  • Excellent communication, writing, and record-keeping skills using computer tools like Excel and Word.
  • Strong ability to manage timelines and adhere to established deadlines.
  • Ability to handle confidential information with professionalism and integrity.
  • Highly organized, proactive, detail-oriented, and able to work under pressure with minimal supervision.

Key Responsibilities

  • Prepare human resource documents in collaboration with and to be reviewed by the Labor Relations Specialist, subject to further review by the Corporate Legal Counsel and approval of the General Manager, including but not limited to office memoranda, disciplinary memoranda (e.g., verbal warning report, written reprimand, notice to explain, return to work order, notice of preventive suspension, notice of suspension, notice of termination), and administrative investigation reports.
  • Serve and explain to concerned employees the content of disciplinary memoranda.
  • Collaborate closely with the Labor Relations Specialist and provide guidance on impending deadlines and required timelines.
  • Maintain and update employee discipline records, ensuring accuracy, confidentiality, and proper documentation with proper monitoring of timelines.
  • Maintain accurate records and documentation related to labor relations cases and monitor applicable timeliness, including due dates for submission of written explanations.
  • Coordinate with leadmen on monthly evaluations of probationary employees and annual appraisals of regular employees.
  • Monitor expiration of Performance Improvement Plans, Suspension as penalty, and Suspension as preventive measure.
  • Participate in administrative hearings as a member of the administrative panel.
  • Conduct employee performance evaluations/appraisals in coordination with department heads and leadmen.
  • Conduct employee feedback surveys; prepare and present reports to management regarding survey results and provide recommendations for improvement.
  • Assist in creating improvement plans for the human resource department in close coordination with other members.
  • Assist in the continuous development of the companys employee manual and code of conduct, collating and documenting all office memoranda issued from time to time, and provide improvements to applicable company policies.
  • Assist the human resource department in resolving disputes between management and employees, and coordinate grievance procedures.
  • Travel to and visit the Companys satellite offices to personally reach out to employees and measure employee satisfaction.
  • Provide assistance as needed to other members of the human resource department, including recruitment, attendance record-keeping, employee 201 file management, and other HR matters.
  • Perform any and all other duties and responsibilities required by the role or as assigned by the Labor Relations Specialist, Corporate Legal Counsel, and/or General Manager.
