City Savings Bank is looking for a Lawyer to lead and strengthen our HR Governance and Employee Relations function. This role plays a critical part in ensuring that the Bank maintains a legally compliant, ethical, and employee-centered workplace while effectively managing labor risks and fostering a culture of fairness and accountability.
We are seeking a legal professional with solid experience in HR, Labor Relations, or Employee Relations, including exposure to administrative cases, CBA negotiations, and union management. Experience in the banking or financial services industry is a strong advantage.
Role Overview
The HR Governance and Employee Relations Officer serves as a strategic partner to HR and business leaders in navigating complex labor matters, ensuring compliance with labor laws and regulatory requirements, and strengthening governance frameworks that support a high-performing organization.
Key Responsibilities
Labor & Regulatory Governance
- Ensure full compliance with labor laws, regulatory requirements, and internal HR governance standards
- Represent and manage the Bank's labor-related cases before DOLE, NLRC, and other quasi-judicial bodies
- Lead and oversee administrative investigations and disciplinary proceedings
- Review and enhance HR policies, Code of Discipline, employment contracts, and governance frameworks
- Manage regulatory audits, inspections, and reportorial requirements
Employee Relations & Case Management
- Handle employee grievances, performance issues, workplace misconduct, and disciplinary actions
- Conduct fair, thorough, and well-documented workplace investigations
- Provide legal guidance on complex labor matters, including terminations, restructuring, and sensitive employee concerns
- Support grievance machinery processes and union-related matters
Union & CBA Management
- Participate in or lead CBA negotiations
- Manage labor-management relations and support union engagement strategies
- Provide legal advisory on collective bargaining agreements and labor disputes
Stakeholder Advisory & Capability Building
- Provide guidance and training to leaders on labor laws, disciplinary processes, and governance practices
- Partner with HR Service Operations and Talent teams to strengthen compliance and employee engagement
- Advise management on labor risk mitigation and policy improvements
Qualifications
- Member of the Philippine Bar
- With solid experience in HR Governance, Labor Relations, or Employee Relations
- Proven experience handling administrative cases, investigations, and labor litigation
- Exposure to CBA negotiations and unionized environments is highly preferred
- Experience in the banking or financial services industry is an advantage
- Strong analytical, documentation, negotiation, and stakeholder management skills
- Able to operate independently and exercise sound legal judgment in sensitive cases
