Job Summary:
The HR Employee Relations Officer is responsible for managing employee discipline cases, handling grievances, maintaining positive employee relations, and ensuring full compliance with the Department of Labor and Employment (DOLE) regulations. This role safeguards both employee welfare and the organization's interests through proactive engagement, clear policy enforcement, and adherence to labor laws and organizational values.
Key Responsibilities
1. Employee Discipline
- Lead the administration of the company's code of conduct, disciplinary actions, and due process
- Investigate employee misconduct, gather evidence, and recommend appropriate sanction
- Coordinate with department heads to ensure consistent application of disciplinary procedure
- Draft and issue notices of violations, show-cause letters, and termination memo
2. Employee Relations
- Act as the main point of contact for employee concerns, complaints, and interpersonal conflict
- Conduct one-on-one sessions, conflict mediation, and team interventions to promote harmonic environment
- Support managers in addressing employee morale, engagement, and productivity
- Monitor workplace climate and suggest improvements for employee satisfaction
3. Grievance Handling
- Receive and log employee grievances, ensuring timely acknowledgment and processing
- Facilitate grievance meetings and assist in resolution through fact-finding and dialogue
- Ensure outcomes are documented and aligned with company policy and labor laws
- Advise management on trends or recurring grievance themes to improve practices
4. DOLE Compliance
- Ensure compliance with the Philippine Labor Code and DOLE issuances
- Prepare and submit required reports (e.g., Rule 102, 13th-month pay, OSH reports)
- Represent the company during DOLE inspections, hearings, or labor audits
- Educate management and employees about labor laws and updates from DOLE
5. Policy and Documentation
- Assist in developing and updating HR policies related to discipline, grievance, and labor standards
- Maintain confidential employee relations records and disciplinary case files
- Support organizational audits and internal reviews by providing accurate HR documentation.
Job Qualifications
- Graduate of Bachelor of Science Major in Psychology, Human Resources or any related course
- With at least 2 - 3 years related working experience
- Skilled in handling employee concerns and conflict resolution
- Knowledge of labor laws, HR policies, and compliance
- Strong communication and mediation abilities
- Experienced in investigations and documentation
- Supports performance management and engagement initiatives
- Collaborates effectively with managers and HR teams
