The HR and Admin Manager will lead the human resources and administrative functions for Comrise, overseeing employee relations, talent management, compliance, office administration, and internal operations. This role requires a seasoned HR professional with a minimum of 10 years of progressive HR and administrative leadership experience, preferably within the Staffing, BPO, or RPO industry. The ideal candidate is a strategic yet hands-on leader capable of managing a fast-paced, high-volume workforce environment while ensuring compliance, employee engagement, and operational excellence.
Key Responsibilities
HR Strategy & Leadership
- Develop and execute HR strategies aligned with Comrise's business goals, culture, and values.
- Lead, mentor, and manage the HR and Administration team to ensure high performance and service delivery.
- Partner with senior leadership to provide guidance on organizational design, workforce planning, and change management.
- Serve as a trusted advisor to management on complex employee relations and HR policy matters.
Talent Acquisition & Workforce Management
- Oversee recruitment and staffing processes to ensure timely fulfillment of internal and client-facing roles.
- Drive workforce planning strategies to support high-volume staffing, contract, and RPO/BPO engagements.
- Monitor headcount, attrition, and retention metrics, implementing initiatives to improve workforce stability.
- Ensure a positive candidate and employee experience throughout the talent lifecycle.
Employee Relations & Compliance
- Manage employee relations matters, including conflict resolution, disciplinary actions, and grievance handling.
- Ensure full compliance with local labor laws, employment regulations, and company policies across all locations.
- Maintain and update employee handbooks, HR policies, and standard operating procedures.
- Oversee HR audits, government reporting, and statutory compliance requirements.
Performance & Talent Development
- Lead performance management processes, including goal-setting, appraisals, and coaching programs.
- Identify training and development needs, and implement programs to build employee capability and engagement.
- Support succession planning and career development initiatives for key roles.
Administration & Office Operations
- Oversee day-to-day office administration, facilities management, and vendor relationships.
- Manage administrative budgets, procurement, and cost-control initiatives.
- Ensure a safe, well-organized, and efficient work environment across all offices.
- Oversee HRIS and administrative systems, ensuring data accuracy and process efficiency.
Client & Stakeholder Support
- Support client accounts with HR-related workforce matters, including staffing compliance and reporting requirements.
- Collaborate cross-functionally with Sales, Operations, and Finance teams to align HR practices with business needs.
- Represent Comrise professionally in dealings with regulatory bodies, vendors, and external partners.
Qualifications & Requirements
Education & Certification
- Bachelor's degree in Human Resources, Business Administration, or a related field required; Master's degree is a plus.
- PHR, SPHR, SHRM-CP, SHRM-SCP, or equivalent HR certification is strongly preferred.
Experience
- Minimum of 10 years of progressive HR and administrative management experience, including at least 3-5 years in a leadership or managerial capacity.
- Experience within the Staffing, BPO, or RPO industry is strongly preferred.
- Proven track record managing HR operations in a high-volume, fast-paced, multi-site environment.
- Demonstrated experience in employee relations, compliance, and workforce planning.
Technical Skills
- Strong knowledge of Philippine labor laws, employment regulations, and HR compliance requirements.
- Proficiency with HRIS platforms and workforce/timesheet management systems (e.g., Jeonsoft, SAP Fieldglass).
- Advanced Microsoft Office skills, including Excel and PowerPoint for reporting and presentations.
- Solid understanding of office administration, budgeting, and vendor management practices.
