Context

The Highway Engineer is reponsible for assisting the Resident Engineer with the quality control of road construction works on site, in accordance with the approved plans and specifications.

Missions/Main Duties

  • Review all approved contract documents such as plans/drawings, technical specifications, and construction methodologies related to highway construction. If there are conflicts and unclear data in the plans, the Highway Engineer should inform the Consultant PMO and employer/DPWH and recommend corrective measures to execute the work properly.
  • Assist the Resident Engineer with the quality control of road construction works on site, in accordance with the approved plans and specifications. Assist also in the final measurement and payment recommendation.
  • Assist the International Sr. Highway Engineer in all matters related to the implementation, monitoring, and reporting relative to bridge work activities.
  • In coordination with the National Environmental Specialist, ensure on a day-to-day basis that the contract complies with the project's EMPs relative to highway construction.
  • Review the contractor's methods of work and work schedule, including a critical path diagram for the implementation of the contracts.
  • Organize and keep highway construction and embankment records such as results of material testing requirements for highway construction and compaction of soil on fill and excavation of materials.
  • Conduct daily site inspection and report any activities that are not properly executed or performed.
  • Check any delays in the works per approved schedule, determine the cause/s of delays and report these to the Consultant PMO.
  • Coordinate with the survey team in establishing the final elevations of roads, viaduct/bridges, width of roadway, including the superelevation requirement, if any, required roadway and viaduct slope, and location of drainage on viaducts/bridges.
  • Witness pre-construction surveys jointly with the contractor/s and DPWH representatives. Validate and verify centerline alignment, structure location surveys, vertical control benchmarks, and determine possible changes in the scope of works, if necessary.
  • During the completion of construction, prepare a punch list of defective and outstanding works. Conduct joint inspection with the Consultant team and DPWH for the assessment of works at partial completion until final acceptance of the completed works.
  • Supervise the review and recommend for approval the As-Built drawings prepared by the contractor.

Profile/Skills

  • Education:
    • Bachelor's Degree in Civil Engineering. Post graduate degree in related field is an advantage.
    • Duly licensed/registered Civil Engineer.
Experience

  • Minimum 10 years experience in the construction supervision of road and/or bridge projects.
