International Care Ministries (ICM) has been addressing extreme poverty since 1992, working to transform the lives of ultra-poor families in the Philippines and beyond. Through community-based programs in health, livelihood, education, values, and community development, ICM partners with local churches, communities, government agencies, and other organizations to help families build resilience, restore hope, and move toward lasting change.

ICM's health programs serve families through community-based health education, case management, referral support, local health partnerships, and practical interventions designed to improve health outcomes among underserved communities.

Role Description

ICM is hiring a Health Director (Philippines) to lead the general management, performance, and continuous improvement of ICM's health programs in the Philippines.

Reporting to the Chief Health Officer, this role will provide tactical and operational direction to the National Health Team and base health teams. The Health Director will oversee Transform Health, the Flourish Network, the Medical Case Program, and other health projects that integrate into ICM's ongoing programs.

This role is suited for a public health leader who can identify barriers, improve program delivery, use data to guide decisions, manage teams and partnerships, and ensure that ICM's health programs effectively serve families living in ultra-poverty.

Key Responsibilities

- Lead the overall operations and performance of ICM's health programs in the Philippines

- Provide direction and support to the National Health Team and base health teams

- Oversee coordination across Transform Health, Flourish, the Medical Case Program, and related health projects

- Work with Administration and Logistics to ensure adequate health commodities and supplies

- Coordinate with Data and Technology teams to strengthen accurate, timely, and relevant reporting

- Work with Base Operations to ensure health staff are appropriately trained, equipped, and supported

- Monitor program KPIs, evaluate performance against targets, and recommend outcome-driven improvements

- Oversee implementation, case management, monitoring, and evaluation for the Flourish program

- Support the recruitment, development, and continuing education of Community Health Champions

- Strengthen strategies for effective and efficient community-based case management

- Oversee implementation of Transform Health Level 1, Level 2, and future program adaptations

- Ensure timely and updated training, curricula, manuals, and materials are available to field teams

- Support the contextualization and consistency of health content across different locations

- Oversee implementation and budget management of the Medical Case Program

- Supervise and coach national program managers and officers

- Provide regular performance reports to the Chief Health Officer, management, partners, donors, and funders

- Escalate significant program risks, barriers, or performance concerns

- Maintain strong relationships with local and national government agencies, public institutions, and private partners

- Collaborate with ICM's Values, Livelihood, Education, Strategy, and Operations teams to strengthen integrated programming

- Promote ICM's mission, values, and servant-leadership culture

- Conduct performance evaluations and support the professional development of team members

- A capable public health leader with strong operational and program-management skills

- Experienced in managing community-based or primary-care health programs

- Able to translate public health strategy into practical field implementation

- Comfortable using data, KPIs, and program evidence to guide decisions

- Skilled in identifying barriers and leading continuous improvement

- Strong in team leadership, supervision, coaching, and staff development

- Organized and able to manage multiple programs, priorities, and reporting requirements

- Collaborative when working with field teams, national leaders, government agencies, partners, and donors

- Clear and professional in written and spoken communication

- Strong in problem-solving, task management, documentation, and follow-through

- A servant leader who builds trust, teamwork, and accountability

- Mission-driven and committed to improving health outcomes among families living in ultra-poverty

- Aligned with ICM's Christian ethos, values, and faith-based mission

Helpful Experience May Include

- A postgraduate degree, preferably in public health

- Professional or practitioner experience in public health

- Experience managing community-based, primary-care, or population-health programs

- At least five years of experience in project management or a related leadership role

- Experience overseeing multiple health programs or projects

- Experience with monitoring and evaluation, program indicators, data analysis, and performance reporting

- Experience managing case-management programs

- Experience developing or improving health curricula, manuals, training, or implementation systems

- Experience working with local or national government agencies, health institutions, NGOs, donors, or private-sector partners

- Experience managing program budgets and approving expenditures

- Experience supervising, coaching, and evaluating program managers or officers

- Strong communication, data analysis, task management, record-keeping, computer, and problem-solving skills

- Experience working in a Christian, faith-based, nonprofit, or mission-driven organization
