WITH RELOCATION ASSISTANCE
JOB MISSION:
This position is responsible for the implementation of safety rules and regulations of the company in compliance with the Occupational Safety and Health standards of the Department of Labor and Employment- Bureau of Working Conditions to ensure the well-being of employees. It is also responsible for providing facilities and equipment (e.g. safety gear, fire extinguishers) designed to prevent accidents and damage/losses to company property.
KEY RESULT AREAS
*Monitor health & safety inspection onsite and ensure all HSE program calendar are implemented both sites and evaluate safety audit results from HSE Team and/of various departments to identify safety hazards and recommends appropriate measures*Lead the Business Process Improvement for Clinic Management & Pantry Management as well as ensure all processes and target goals are executed based on team KPI.
DUTIES AND RESPONSIBILITIES
Regular
- Ensure 100% safety and occupational health of the people in Qualfon as well as the safety of operations, company assets and the environment through proper planning, inspection, monitoring, follow-up and resolution of all HSE-related matters and issues.
- Validate the regular HSE inspection reports of all areas onsite and offsite and conducts safety risk assessment of various departments to identify safety hazards and recommend appropriate measures.
- Enforces company safety rules and regulations and penalties to employees
- Oversees the Clinic Mgt Programs, Initiatives, and best practices.
- Oversees the Pantry Mgt Programs, processes and guidelines will be leverage both sites.
- Maintains Emergency Preparedness Procedure to handle disaster situations such as floods, fires, typhoons and earthquake.
- Maintain and update HSE action report items list and communicate daily safety officer's observations with concerned department managers.

- Checks and maintains fire protection system of company by ensuring that all fire-fighting equipment and fire alarm system installed are in good working condition.
- Conducts re-investigation of accidents to employees and property damage and makes recommendations
- Prepare Accident Record Logbook as per DOLE- Bureau of Working Condition
- Supervise the regular safety toolbox meeting ensuring the topics and program is being implemented.
- Attends meetings in the Site Area and others
- Monitor Team's KPI and work scope
- Ensure all DENR-EMB requirements are met and complied.
- Supervises the operations of the Emergency Response Team and Medical Team.
- Oversees the Clinic Mgt Programs, Initiatives, and best practices.
- Participate in accident investigations and lead the teams to identify root causes of accidents.
- Continuously get updates from the market/other industries regarding the latest in safety situations, precautions and responses, and report timely to the fire marshal for appropriate directions and implementations.
- Monitoring and maintaining proper housekeeping activities in all areas to avoid fire risks.
Occasional
- Formulates, reviews and updates Health & Safety Policy, guidelines and memoranda for implementation.
- Conducts training to rank and file employees and supervisors on Occupational Safety and Health
- Prepares accident statistics report and accomplishment report for management and DOLE on defined frequency.
Reviews plans and specifications on new build out structure and maintenance works for safety compliance. Conducts safety audit of personnel protective equipment supplied to employees. Conducts safety lectures to fixed period workers prior to their work assignment. Conducts monthly inspection of fire pumps, personnel protective equipment, hoses and sprinkler systemsPlans and facilitates the Fire Prevention Month and Industrial Safety Month CelebrationConducts Basic First Aid seminars to operations and servicing department with PNRC Plan and execute fire drills and evacuation of personnel, documents and equipment. Performs other related tasks assigned from time to time
COMPLEXITY OF WORK
Analytical:
Works involves minor problems, which require relatively simple analysis for solution.Interpersonal:
- Communicates with the Safety Manager for the approval of safety memos/reports and vouchers;
- Reports electrical hazards and unsafe conditions to the Operations/Facilities manager and department heads concerned; Coordinates with the department heads regarding safety recommendation reports
- Outside the company, she communicates to private safety organizations, local government units and DOLE.
Work Effort (Physical/Visual & Concentration):
Work is physically demanding and involves walking around site premises, lifting heavy equipment and climbing the stairs during ocular inspection. Visual concentration is also required during gas cutting, wielding jobs, dismantling of old structures, and checking of the fire extinguishers and hydrant system installed in the site.
Work Condition:
Because of the nature of the job of Sr. HSE Supervisor, she is required to go around the building area regularly to inspect the general safety conditions/hazards.
VII. JOB SPECIFICATION
Formal Schooling
Graduate of any Engineering course preferably Licensed or bachelor's degree
Must have attended the BOSH /COSH training and preferably with a Safety Officer 2 level
(OSH practitioner accreditation is an advantage)
Experience Required:
At least 2 to 3 years of experience as a Safety Officer/Supervisor
-ATLEAST WITH SO2 Certification
Special Skills Required:
- Good computer skills; Proficient in MS Office, i.e. Word, Excel and PowerPoint.
