Job Summary
The Government Bidding Lead is responsible for leading and managing the end-to-end government procurement and bidding operations of the company within the pharmaceutical sector. This role ensures full compliance with government procurement laws and regulations while driving successful participation in public tenders. The position requires strong leadership, strategic planning, and extensive experience in pharmaceutical government bidding, including bid preparation, submission, negotiation, and post-award management.
Duties and Responsibilities:
Government Bidding Management
- Lead the end-to-end process of government bidding, including opportunity identification, bid evaluation, preparation, submission, and post-award implementation.
- Ensure compliance with government procurement regulations, including relevant laws, policies, and agency-specific requirements.
- Review bid documents, technical specifications, pricing strategies, and contract terms to ensure competitiveness and compliance.
Strategic Planning and Execution
- Develop bidding strategies to increase win rates and expand government accounts.
- Analyze market trends, competitor activity, and government procurement patterns in the pharmaceutical industry.
- Coordinate with internal departments such as Regulatory, Supply Chain, Sales, and Finance to ensure accurate bid submissions.
Leadership and Team Management
- Lead and mentor the government bidding team to ensure efficiency and accuracy in all bid-related activities.
- Assign tasks, monitor performance, and ensure timely submission of all bidding requirements.
- Foster a high-performance and compliance-driven team culture.
Stakeholder Coordination
- Liaise with government agencies, procurement offices, and key decision-makers.
- Build and maintain strong relationships with government clients and institutional partners.
- Represent the company in pre-bid conferences, negotiations, and contract discussions.
Compliance and Reporting
- Ensure all bidding activities adhere to ethical standards and regulatory compliance.
- Maintain accurate records of bids, contracts, and government transactions.
- Prepare regular reports on bidding performance, win rates, and pipeline opportunities.
Qualifications
- Bachelor's Degree in Pharmacy, Business Administration, Marketing, or any related field.
- At least 4–5 years of solid experience in end-to-end government bidding within the pharmaceutical industry.
- Strong knowledge of government procurement laws, regulations, and bidding procedures.
- Proven experience in handling DOH, DOH-related agencies, or other government institutional accounts is an advantage.
- Strong leadership and team management skills.
- Excellent analytical, negotiation, and strategic planning skills.
- High attention to detail and strong documentation skills.
- Proficient in Microsoft Office and bidding/document management systems.
- Strong communication and stakeholder management skills.
- Ability to work under pressure and meet strict deadlines.
