Job Description

Job Summary

The Government Affairs Specialist is responsible for establishing and maintaining strong working relationships with national and local government agencies to ensure Changan Auto Philippines operates in full compliance with Philippine laws and regulations. The position serves as the company's primary liaison with government offices, monitors regulatory developments affecting the automotive industry, facilitates permits and certifications, and advocates policies that support the company's strategic business objectives.

Key Responsibilities:

1. Regulatory Compliance

  • Monitor new laws, regulations, administrative orders, and government policies affecting the automotive industry.
  • Ensure timely acquisition, renewal, and maintenance of all business permits, licences, and government registrations.
  • Coordinate compliance requirements with internal departments to ensure adherence to national and local regulations.
  • Prepare compliance reports and regulatory submissions required by government agencies.

2. Government Relations

  • Develop and maintain professional relationships with key government agencies and regulatory bodies.
  • Represent Changan in meetings, consultations, industry forums, and public sector engagements.
  • Coordinate official communications between the company and government offices.
  • Support the management team during government inspections, audits, and official visits.

3. Homologation and Product Certification Support

  • Coordinate with the Product, Quality, and Engineering teams regarding vehicle homologation requirements.
  • Liaise with regulatory authorities to facilitate vehicle certifications and approvals.
  • Monitor regulatory changes affecting vehicle standards, emissions, safety, and importation.

4. Importation and Customs Coordination

  • Support regulatory compliance related to vehicle and spare parts importation.
  • Coordinate with customs authorities and relevant government agencies to facilitate import clearance.
  • Assist in resolving regulatory issues affecting customs clearance and logistics operations.

5. Government Incentives and Investment Programs

  • Identify government incentive programs applicable to automotive manufacturing, electric vehicles, localization, and investment.
  • Coordinate applications and compliance for government incentives.
  • Support strategic initiatives involving public-private partnerships and government projects.

6. Internal Coordination

  • Work closely with Legal, Finance, Supply Chain, Sales, Marketing, HR, and Aftersales teams on regulatory matters.
  • Provide guidance on government procedures and compliance requirements.
  • Conduct internal awareness sessions regarding new government regulations.

Qualifications:

  • Bachelor's degree in Political Science, Public Administration, Law, Business Administration, Engineering, or a related field.
  • At least 5 years of experience in government relations, regulatory affairs, public policy, or corporate affairs.
  • Experience in the automotive, manufacturing, transportation, or multinational industry is highly preferred.
  • Strong understanding of the Philippine government structure and regulatory processes.
  • Familiarity with vehicle homologation, importation procedures, and automotive regulations is an advantage.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Strong analytical and problem-solving abilities.
  • Proficient in Microsoft Office applications.
  • Willing to travel nationwide as required.
