General Manager - Construction

Role Overview

The Construction General Manager will lead the establishment and growth of a newly formed construction entity under a holding company structure. This role carries full accountability for business launch, operational readiness, technical leadership, and commercial performance.

The position serves as the senior executive and technical authority of the construction business, overseeing strategy, compliance, delivery standards, and long-term scalability across infrastructure and building projects.

Key Responsibilities

Business Formation & Strategic Direction

  • Lead the setup and rollout of the construction business, including market positioning, service scope, and growth roadmap

  • Design the organizational structure, governance framework, and operating procedures

  • Oversee establishment of licensing, regulatory registrations, insurance coverage, and operating systems

  • Define commercial models, cost controls, and profitability targets

Licensing & Regulatory Oversight

  • Act as the designated executive and technical representative for contractor accreditation purposes

  • Ensure full adherence to applicable contractor licensing laws, rules, and accreditation requirements

  • Manage preparation, submission, and renewal of licensing documentation, financial disclosures, and project credentials

Executive Leadership & Corporate Representation

  • Develop and execute business and operational strategies to support sustainable growth and financial performance

  • Represent the company in major bids, joint ventures, and strategic partnerships

  • Guide long-term planning for equipment acquisition, plant operations, and workforce deployment

Engineering & Project Governance

  • Provide overall technical direction across active projects, ensuring alignment with design intent, safety standards, and quality requirements

  • Review and approve project budgets, methodologies, construction programs, and technical submissions

  • Conduct regular performance reviews, risk assessments, and corrective actions as needed

  • Ensure compliance with recognized construction standards, codes, and industry best practices

Organizational Build & Compliance

  • Build and lead a high-performing team of licensed engineers, project managers, and support staff

  • Approve appointments and assignments of key technical and project personnel

  • Ensure proper documentation of project records, as-built drawings, testing results, and close-out requirements

  • Oversee compliance with labor regulations, environmental permits, and workplace safety programs

Financial & Contract Management

  • Review and approve project cost plans, cash flow forecasts, and procurement strategies

  • Execute major contracts, tender submissions, and project certifications

  • Monitor financial performance indicators, working capital, and project margins

  • Implement internal controls to ensure cost efficiency, transparency, and accountability

Governance, Quality & Risk Management

  • Promote ethical leadership, integrity, and responsible decision-making across the organization

  • Establish and champion a robust quality management framework aligned with recognized standards

  • Lead management reviews of quality systems and allocate resources to support continuous improvement

  • Foster a strong safety culture and ensure compliance with occupational health and safety requirements

  • Ensure appropriate handling and protection of confidential and sensitive business information

Experience & Qualifications

  • Bachelor's degree in Civil Engineering or a related discipline postgraduate qualifications in construction management, project management, or business administration are an advantage

  • Licensed Civil Engineer

  • 10-15 years of progressive experience in construction delivery, with senior leadership exposure on large-scale infrastructure or building projects

  • Eligible to serve as the designated executive and sustaining technical authority for contractor accreditation purposes

  • Additional certifications in materials engineering, occupational safety, or quality management systems are highly desirable

  • Strong leadership presence with proven capability to build organizations, lead teams, and scale operations
