The Talent Development Officer is responsible for designing, implementing, and continuously improving talent and organizational development strategies that strengthen workforce capability and performance. This role ensures that learning, performance management, and succession planning are aligned with the business goals, enabling sustainable organizational growth and a high-performing employee experience.
Duties and Responsibilities:
Talent and Organizational Development Strategy
- Support the design and execution of enterprise-wide talent development strategies, including learning and development, performance management, and succession planning.
- Align talent programs with organizational priorities and workforce capabilitiy needs.
- Contribute to building strong leadership pipeline and future-ready workforce.
Business Unit Support & Partnership
- Partner with BU P&Cs and BU Leaders to understand specific talent, capability, and engagement needs.
- Customize and deploy talent development interventions based on business unit priorities and workforce challenges.
- Provide advisory support on learning, performance, and talent management concerns
- Monitor implementation of talent initiatives within business units and provide guidance to ensure effectiveness
Learning and Capability Development
- Develop and implement learning frameworks, curricula, and development programs (e.g., core and leadership development, functional capability building)
- Partner with stakeholders to identify skill gaps and create targeted learning interventions
- Evaluate effectiveness of learning programs through feedback, assessments, and performance outcomes
Performance and Talent Management
- Support the implementation and continuous improvement of performance management processes (goal setting, mid-year review, performance evaluation)
- Assist in talent reviews, succession planning discussions, and high-potential identification
- Ensure consistency, fairness, and data-driven decision-making across talent processes
Data, Insights, and Reporting
- Collect, analyze, and interpret people data to generate actionable insights on performance and development needs
- Develop dashboards and reports to track key talent metrics e.g., learning effectiveness, bench strength)
- Provide recommendations to improve talent outcomes and organizational effectiveness
Tools, Framework & Process Improvement
- Develop and maintain talent management frameworks, tools, and methodologies to ensure efficiency and scalability
- Drive continuous improvement of HR processes to enhance employee experience and operational excellence
- Ensure governance, documentation, and standardization of talent processes
Qualifications:
- Bachelor's degree in Human Resources, Psychology, Business, or related field; Relevant certifications or postgraduate studies are a plus
- 3-5 years of experience in Talent Management, Learning & Development, and Performance Management;
- With experience working with various stakeholders or business units
- Basic experience in data reporting or HR tools is an advantage
