Primary Responsibilities:
1. Leadership & Compliance
- Serve as the Cluster FL&S authority, aligning both properties with D-SAFE guidelines and legal fire safety requirements.
- Ensure that Fire Safety Inspection Certificates (FSIC) and Fire Safety Evaluation Clearances (FSEC) are obtained, renewed, and displayed as required by the Bureau of Fire Protection (BFP).
- Develop a cluster-wide FL&S compliance calendar, coordinating audits, inspections, and renewals for both properties.
- Build strong working relationships with BFP, LGUs, and emergency response agencies in Davao City and Davao de Oro.
2. Fire Safety Management
- Establish and oversee FL&S programs across both properties.
- Ensure all staff receive D-SAFE and RA 9514-mandated training on evacuation, fire prevention, and hazard control.
- Maintain and update fire exit signage and evacuation maps in English and Filipino.
- Submit consolidated fire safety and compliance reports to property management and corporate.
3. Fire Prevention & Hazard Control
- Implement D-SAFE fire prevention programs, ensuring hazard inspections are performed minimum twice a month in Davao and in Lubi.
- Conduct weekly or monthly safety inspections across guest floors, kitchens, BOH, and perimeters, correcting and documenting hazards.
- Monitor escape routes daily at both properties, ensuring no obstructions and reporting compliance to management.
- Coordinate with Engineering to maintain fire-rated doors, extinguishers, hydrants, and hose reels.
4. Systems Inspection, Testing & Maintenance (ITM)
- Oversee inspection, testing, and maintenance of all life safety systems:
- Fire alarms, sprinklers, extinguishers, hydrants, smoke detectors, and emergency lights.
- Elevators, generators, and emergency power systems related to life safety.
- Maintain a cluster-wide inventory of FL&S equipment, reviewed annually in line with D-SAFE audit standards.
- Develop and update the Cluster Master FL&S Plan, with scheduled ITM activities, responsibilities, and escalation protocols.
5. Emergency Preparedness & Response
- Establish and implement cluster-wide emergency response procedures.
- Lead the Emergency Response Teams (ERT) in Davao and Lubi, ensuring proper training in fire suppression, evacuation, bomb threats, and crisis response.
- Conduct quarterly evacuation drills and monthly scenario-based drills across both properties, in line with D-SAFE and RA 9514 mandates.
- Maintain updated emergency contact lists (BFP, police, hospitals, LGUs, and anti-terrorism units) for both properties.
- Coordinate with HR and Security for staff headcounts and accountability during evacuations.
6. Additional Responsibilities
- Conduct safety reviews during renovations and contractor projects in both Davao and Lubi, enforcing D-SAFE contractor access controls.
- Participate in both properties Loss & Crisis Committees, reporting on FL&S compliance.
- Pursue professional development through updated certifications and training, ensuring cluster best practices.
- Perform other duties as assigned by the Director of Engineering (Davao) and GM (Lubi).
Accountabilities
1. Legal Accountability (Philippine Fire Code – RA 9514)
- Ensure both properties comply fully with RA 9514 and BFP regulations, including:
- Valid FSIC and FSEC certifications.
- Safe, unobstructed evacuation routes and proper fire signage.
- Fire-resistant construction and approved materials in renovations.
- Conduct biannual fire drills as mandated, and maintain records for government inspections.
- Acknowledge responsibility for penalties under RA 9514 in cases of non-compliance.
2. D-SAFE Accountability
- Serve as the Cluster Representative for D-SAFE FL&S, ensuring consistent compliance across Davao and Lubi.
- Lead D-SAFE audits and corrective action plans.
- Ensure inspection checklists, hazard logs, drill reports, and ITM records are updated, accurate, and audit-ready.
3. Risk & Crisis Management
- Maintain readiness of all fire safety and emergency systems.
- Provide immediate engineering and technical support during emergencies at either property.
- Coordinate with Security and Engineering teams to enforce D-SAFE hazard prevention standards.
4. Guest & Staff Safety
- Guarantee safe evacuation systems and trained ERTs at both properties.
- Promote a safety-first culture across staff, fostering guest confidence.
- Safeguard confidential hotel, guest, and staff information in line with D-SAFE information security protocols.
