CORE PROFILE: An External Talent Administration Specialist (Talent Mobility) is responsible for coordinating and monitoring the administrative lifecycle of external talent from onboarding through offboarding. The role ensures that external personnel are properly recorded, monitored, supported, and timely offboarded in coordination with Business Units/ Sponsors, People Group, IT, InfoSec, Facilities, vendors, and other relevant stakeholders.
The role provides a central administrative control point for external workforce records, lifecycle status, access governance support, and audit evidence. It helps the organization maintain a reliable view of who external workers are, where they are assigned, what access they may have, when their engagement should end, and whether required onboarding and offboarding actions have been completed.
What you will be doing:
External Workforce Lifecycle Administration
- Coordinates onboarding and offboarding activities.
- Monitors workforce lifecycle status from onboarding readiness through offboarding completion.
- Ensures smooth administration of external talent throughout the engagement lifecycle.
Workforce Records Management
- Maintains workforce masterlist and supporting documentation.
- Ensures records are accurate and complete, including worker details, sponsors, vendors, roles, start/end dates, status, and supporting evidence.
- Supports audit and reporting requirements through proper record keeping.
Process Documentation
- Maintains and updates workforce administration procedures and governance documents.
- Ensures processes and records remain current and aligned with operational requirements.
Onboarding and Offboarding Process Coordination
- Coordinates joiner and leaver activities with relevant stakeholders.
- Ensures onboarding and offboarding requirements are completed on time and properly documented.
Access Governance Support
- Supports access provisioning, access reviews, and deprovisioning activities.
- Maintains accurate joiner, mover, and leaver data.
- Tracks and maintains access-related records and evidence.
Data Quality and Reconciliation
- Reviews workforce data for completeness, accuracy, consistency, and timeliness.
- Identifies discrepancies, exceptions, or mismatches and follows up for resolution.
- Supports lifecycle monitoring and workforce reporting.
Reporting and Dashboard Preparation
- Prepares periodic workforce reports, aging reports, exception logs, and dashboards.
- Monitors KPIs and provides status updates to support governance and management oversight.
Audit Evidence Administration
- Organizes and maintains audit documentation and supporting evidence.
- Retrieves records related to onboarding approvals, access requests, offboarding actions, and certifications.
- Supports ITGC, SOX, and other audit requirements.
Stakeholder Coordination
- Collaborates with Business Units, People Group (PG), IT, Information Security, Facilities, and vendors.
- Obtains updates, resolves process gaps, and drives completion of workforce lifecycle activities.
- Ensures effective communication and coordination across multiple teams.
What we are looking for:
- Bachelor's degree in Business Administration, Human Resources, Management, Accountancy, Information Systems, or related field.
- Experience in workforce administration, HR operations, access administration, compliance, governance, internal control, or similar functions.
- Strong understanding of onboarding, offboarding, workforce records administration, and access governance processes.
- Experience maintaining documentation and audit evidence.
- Strong organizational skills and attention to detail.
- Excellent communication and stakeholder management skills.
- Proficiency in Microsoft Excel, PowerPoint, and workflow management tools.
- Ability to manage multiple activities while maintaining accuracy and compliance.
- Experience supporting audit, compliance, ITGC, SOX, or governance-related activities is an advantage.
