Job Description

Job Purpose

Paralegal Officer is responsible for providing legal, administrative, and operational support to the Legal Department, with a primary focus on site acquisition, land rights, lease management, due diligence, contract administration, and legal documentation for telecom infrastructure projects. The role ensures the timely processing of legal requirements, maintenance of accurate records, mitigation of legal risks, and effective coordination among internal stakeholders, lessors, government agencies, and external vendors.

Key Accountabilities

Due Diligence & Risk Management

  • Conduct comprehensive due diligence on properties, landowners, lessors, and vendors, including the review of land titles, tax declarations, surveys, cadastral plans, tax clearances, and legal annotations.
  • Identify, assess, and escalate legal, ownership, boundary, regulatory, and commercial risks prior to contract execution and project implementation.
  • Prepare due diligence reports and recommendations to support informed business decisions and site acquisition activities.
  • Ensure compliance with company policies and legal requirements relating to land rights and property transactions.

Site Acquisition & Lease Management Support

  • Support site acquisition activities by facilitating the collection, verification, and evaluation of property and ownership documents.
  • Assist in the preparation, review, execution, renewal, amendment, and termination of lease agreements, memoranda of agreement, notices, and other property-related legal documents.
  • Monitor lease expiration dates, renewal requirements, rental escalations, payment schedules, and contractual obligations.
  • Coordinate with Site Acquisition teams, lessors, and internal stakeholders to resolve documentation issues and contractual concerns.

Pipeline & Tracker Ownership

  • Maintain, update, and audit legal and operational trackers, including Build-to-Suit (BTS) pipelines, site acquisition trackers, contract databases, permit trackers, and legal action logs.
  • Ensure the accuracy, completeness, and integrity of data to support project execution and prevent missed deadlines.
  • Generate regular reports, status updates, and management dashboards on legal deliverables and project milestones.

Cross-Functional Coordination

  • Serve as a key liaison between Legal, Site Acquisition, Finance, Operations, Engineering, Regulatory, and other business units.
  • Coordinate with lessors, government agencies, local government units (LGUs), notaries, external counsel, and vendors regarding legal and contractual matters.
  • Facilitate timely resolution of issues impacting project implementation and legal deliverables.
  • Support stakeholder engagement activities relating to land rights, lease agreements, and property concerns.

Contract & Legal Documentation Management

  • Assist in drafting, reviewing, processing, and maintaining contracts, lease agreements, amendments, notices, affidavits, certifications, and other legal documents.
  • Ensure proper execution, filing, storage, and retrieval of legal records and agreements.
  • Maintain contract repositories and ensure that all executed documents are complete and properly archived.

Document Management & Data Integrity

  • Organize, maintain, and manage legal and operational records within document management systems such as SharePoint, EASI, D365, or similar platforms.
  • Ensure data consistency and alignment across legal databases and operational systems.
  • Maintain complete and auditable records to support compliance, governance, and internal or external audits.

Regulatory & Compliance Support

  • Assist in securing and monitoring permits, clearances, licenses, and regulatory requirements related to telecom infrastructure projects.
  • Coordinate with government agencies and regulatory bodies regarding documentation and compliance requirements.
  • Support legal compliance initiatives and ensure adherence to internal policies and applicable laws.

Administrative & Clerical Support

  • Provide administrative support to the Legal Department, including document preparation, formatting, scanning, filing, routing for digital signatures, and correspondence management.
  • Monitor document workflows and ensure timely completion of approvals and endorsements.
  • Assist in the preparation of reports, presentations, legal summaries, and management updates.

Qualifications, Skills & Knowledge

  • Bachelor's Degree in Legal Management, Political Science, Law, Business Administration, Public Administration, or a related field.
  • Minimum of 2 – 4 years of experience in legal operations, paralegal support, contract administration, site acquisition, lease management, real estate, or regulatory compliance.
  • Experience in telecommunications, infrastructure, real estate, construction, or related industries is preferred.
