The Ethics & Compliance Manager is central to that build.
The Opportunity
This is a newly created position with a direct line to the General Manager and standing access to the Board on compliance matters. You will own two mandates as one integrated Ethics & Compliance function: Employee Compliance (Code of Progressive Discipline, disciplinary due process, Employee Relations Committee) and PRCM — Promotions, Regulatory & Compliance Management (PHAP Code of Practice, FDA-PH, PDEA/DDB, Data Privacy).
Few compliance roles in Philippine pharma offer this breadth. You will safeguard PPI's licence to operate, protect the integrity of our engagement with healthcare professionals, and set the ethical tone under which our commercial ambition is pursued. You will act as the General Manager's principal advisor on ethics and compliance, and as the internal contact for FDA-PH, PDEA, DDB, NPC, and DOLE inspections. You will have the mandate, the budget, and the independence to build a compliance function designed for the company's next decade.
What You Will Own
- One integrated ethics & compliance operating plan spanning Employee Compliance and PRCM, aligned to PPI's annual business plan
- Enforcement of the Philcare Employee Code of Progressive Discipline: NTE/NOC drafting, twin-notice due process coaching, and secretariat/voting member role on the Employee Relations Committee (ERC)
- The Company's compliance program under the PHAP Code of Practice and IFPMA Code — HCP interactions, gifts and hospitality thresholds, sponsorships, congresses, speaker programs, and promotional materials review and approval
- Field audits of medical representatives, key account specialists, and district managers for call-report integrity, sample handling, expense-liquidation integrity, and PHAP adherence
- Regulatory compliance under FDA-PH Good Distribution Practices, PDEA S2 permit and DDB rules for controlled substances, and the Data Privacy Act (R.A. 10173) in coordination with the Data Protection Officer
- Oversight of adverse-event and product-complaint reporting timelines in partnership with Regulatory Affairs and Pharmacovigilance
- The Company's Speak-Up / Whistleblower channel and investigation function — case intake, investigation, resolution, and non-retaliation oversight
- Serving as the internal contact for FDA-PH, PDEA, DDB, DOH, NPC, BIR, and DOLE inspections and audits, in coordination with Legal
- The compliance training curriculum for all employees, and the onboarding compliance module for new hires
- Anonymized quarterly compliance trend reporting to the General Manager and the Board
What Sets You Apart
- SEC-recognised Compliance Officer certification, Certified Human Resources Professional (CHRP), Certified Internal Auditor (CIA), or equivalent
- Prior experience on a Committee on Decorum and Investigation (CODI) under R.A. 7877 and R.A. 11313
- Hospital-channel or specialty-pharma background in cardiovascular, critical care, anesthesia and pain, or anti-infectives
- Direct experience hosting or coordinating an FDA-PH, PDEA, DDB, or NPC inspection
- Prior experience implementing or managing a Speak-Up / Whistleblower program
- PMAP, PHAP, PACC (Philippine Association of Compliance Officers), or ACFE membership
Who You Are
- A compliance professional with at least ten (10) years of progressive experience in Ethics & Compliance, HR / Employee Relations, or Regulatory Affairs, ideally in a Philippine pharmaceutical, medical device, or healthcare organization, including 3 or more years in a compliance leadership role
- Deep in both mandates — Employee Compliance and PRCM — with a clear view of how to lead the other through your team where relevant
- Grounded in the Philippine Labor Code (Article 297), DOLE Department Order No. 147-15, and the twin-notice-with-hearing due-process standard
- Grounded in the PHAP Code of Practice, IFPMA Code, FDA-PH regulations and Good Distribution Practices, PDEA / DDB rules for controlled substances, R.A. 10173 (Data Privacy Act), R.A. 3019 (Anti-Graft), R.A. 8203 (Anti-Counterfeit Drugs), and R.A. 9502 (Cheaper Medicines Act)
- Experienced in leading disciplinary investigations, sitting on an Employee Relations Committee, and reviewing promotional or HCP-engagement materials
- A strong writer, able to produce investigation reports, audit findings, and compliance recommendations without support
- A licensed Pharmacist, Attorney (Juris Doctor), or holder of an equivalent bachelor's degree in Human Resource Management, Business, Public Administration, or a related field
- Fluent in English and Filipino; willing to travel nationwide for field audits (20–30%)
