Job Description

Job Purpose

The Environmental Data Manager (EDM) will play a lead role, within the (RSZA) Environmental Protection and Regeneration (EPR), Environmental Operations (EO) Division, guiding and executing the collection, collation, storage, analysis, and effective utilization of diverse environmental data. This critical information is integral to supporting evidence-based regulations, management, and enhancement of marine and terrestrial habitats. Collaborating closely with EPR team members, the EDM will employ mathematics, statistical analysis and database management techniques to extract valuable insights from raw data spanning a range of environmental and biological fields. In addition, she/he will be responsible for leading the development and management of the necessary physical infrastructure to support optimal utilization of environmental data by the RSZA EPR and its partners. This includes guiding infrastructure design and coordinating development efforts to ensure the efficient and effective management of all data-related resources.

Job Responsibilities

  • Provide environmental data management for projects, query databases gather, compile, clean data from multiple sources, perform data analysis, and build data pipelines.
  • Work closely with Red Sea Global (RSG) IT and Cybersecurity departments to design and/or implement long term storage (hot-cold) and data access solutions (cloud networked or alternatives as appropriate).
  • Deliver a comprehensive solution for cloud-sharing and high-throughput cloud analytics for environmental data and large imagery datasets, which are expected to grow exponentially within our department over the next two years, with the inclusion of drone, remote sensing, structure-for-motion modeling, and stereovision-based data streams
  • Oversee others in extracting data from existing databases or literature and preparing data for database assimilation and analysis.
  • Develop requirements, and create Extract, Transform, Load (ETL) designs and mapping specifications for environmental data.
  • Load raw survey data and analytical data from different sources into project-specific databases. Perform routine queries on large datasets.
  • Work with subject matter experts to develop, document, and implement procedures to monitor and improve data quality (including quality assessment-quality control measures) as well as provide file management structure in a methodology consistent with ISO standards.
  • Investigate quality issues stemming from data collection, gaps in expected data, or problems with data processing pipelines.
  • Effectively communicate with multiple teams to troubleshoot data application and data quality issues and improve data processes.
  • Develop online tools to support the collection of survey data, querying of data, visualization of data, and display of analytical outputs to stakeholders.Build and maintain relationships with internal and external partners and present research results.
  • Assist with survey, monitoring and related efforts as needed. Write technical approach contributions and contribute to discussion of level of effort required for components of work.
  • Maintain technical competence and attend relevant networking with appropriate bodies to maintain a good working knowledge of current best practice.

Job Requirements

Qualification and Experience:

  • Minimum of 5 years experience enabling and supporting veritably effective science-guided environmental data management through practical utilization.
  • Higher degree in information systems / IT / technology / Cybersecurity and informational design architecture, with experience in managing environmental data.
  • Professional level work experience with relational databases and tools such as SQL, SQL Developer, SQL.Plus, and Procedural Language/SQL (PL/SQL), Oracle Spatial, and Oracle Application Express.
  • Professional level operational experience with metadata procedures, data integration, data manipulation, data parsing and quality control, and data auditing. Operational experience with managing large scientific datasets including geographic and time series data.
  • Significant working knowledge of dynamic Web tools such as Oracle APEX, PHP, and HTML, ideally including development of data entry and management systems.
  • Significant working knowledge of version control systems like Git and subversion (SVN)
  • Programming experience in R, Python, or Matlab.
  • Environmental science related academic training would be an asset.

Skills

  • Demonstrated skills utilizing version control best practices to track all database, application, and documentation development.
  • Demonstrated skills in the design, development, testing, and documenting of policies and procedures which ensure the integrity, accessibility, timeliness, and usability of the scientific data.
  • Ability to perform project management functions, which includes independently planning, organizing, and implementing projects to meet programmatic requirements and objectives within schedule, setting priorities and coordinating multiple tasks with frequent and tight deadlines.
  • Ability to develop, document, implement, and maintain data quality assurance/control criteria. Ability to develop procedures and processes to import/export data between various database management systems and to translate end-user requirements into tangible design specifications.
  • Ability to develop and maintain comprehensive and effective data model, database object, and business rule documentation.
  • Strong ETL design and development experience.
  • Well-developed problem-solving abilities.
  • Initiative & self-management ability to accomplish tasks within established time frames.
  • Experience in development and implementation of complex projects.
