Job Description

Job Title: HSE Manager – Solar Power Station O&M Project

Job Responsibilities

1. HSE Compliance Management

Strictly in accordance with the Philippines *Occupational Safety and Health Standards Act* and its implementing rules and regulations, relevant directives of the Department of Labor and Employment (DOLE), environmental regulations of the Department of Environment and Natural Resources (DENR), and safety guidelines of the Department of Energy (DOE), establish and continuously improve the comprehensive HSE management system for the power station. Formulate, revise, and implement HSE management policies, safety operation procedures, occupational health management plans, environmental protection measures, and emergency response plans, ensuring that all HSE work at the station fully complies with local Philippine regulatory requirements.

2. HSE Work Planning and Budgeting

Prepare annual, quarterly, and monthly HSE work plans, HSE budgets, and procurement and maintenance plans for safety equipment, protective supplies, and emergency materials. Coordinate the allocation and management of HSE personnel, materials, and equipment, strictly control HSE costs, and regularly submit HSE work reports, hazard inspection reports, and rectification results to project management and the owner.

3. Risk Control and Hazard Inspection

Lead the identification of various hazard sources, risk assessment, and formulation of control measures at the power station. Organize regular HSE special inspections, seasonal inspections, and pre-holiday inspections. Implement closed-loop management for identified hazards (discovery, registration, rectification, acceptance, and closure) to ensure that safety risks remain controllable and hazards are dynamically eliminated.

4. HSE Training and Culture Building

Responsible for establishing and implementing the station-wide HSE training system, organizing new employee threelevel safety orientation, specialized training for special operations personnel, routine safety refresher training, and emergency drills. Actively promote the construction of a safety culture at the station, enhance the HSE awareness and skills of all staff, and foster a working atmosphere of everyone values safety and attends to safety in all matters.

5. Incident and Accident Management

Lead the investigation and handling of all safety accidents, nearmiss events, occupational health incidents, and environmental incidents at the station, strictly adhering to the fourdon'tletgo principle (do not let go until the cause is identified, the responsible persons are dealt with, corrective measures are implemented, and relevant personnel are educated). Submit accident reports and rectification documents to regulatory agencies such as DOLE, DENR, and DOE as required.

6. Emergency Management

Lead the development of all HSE emergency response plans for the station (including but not limited to fire, electric shock, falls from height, chemical spills, heatstroke, typhoons/floods and other natural disasters), regularly organize emergency drills and evaluate improvement effectiveness, ensuring that emergency supplies are adequate and emergency response teams are timely and effective.

7. Occupational Health and Environmental Protection

Responsible for occupational health management at the station, conducting occupational hazard factor detection and notification, and implementing employee occupational health examinations and records management. Strictly comply with DENR requirements regarding wastewater, solid waste, hazardous waste, and noise, and promote green and lowcarbon operations at the station.

8. Government and Community Coordination

Responsible for liaising with DOLE, DENR, Local Government Units (LGUs), the Bureau of Fire Protection (BFP), and other relevant regulatory agencies, completing HSErelated permits, registrations, reports, and other compliance obligations in accordance with the law. Coordinate and handle community complaints or disputes arising from HSE issues to maintain good external relations for the project.

Qualification Requirements

1. Work Status

Candidates must be legal to work in Philippines.

2. Willing to work

Be able to adapt to the power station field work environment, with no occupational contraindications.

3. Education

College degree or above, preferably in Safety Engineering, Environmental Engineering, Occupational Health, Industrial Hygiene, Engineering Management, or related fields.

4. Work Experience

At least 5 years of fulltime management experience as an HSE Manager or HSE Supervisor; experience in HSE management of largescale power stations, new energy plants (especially photovoltaic power stations), industrial facilities, or infrastructure projects is preferred.

5. Certifications (must hold one or more of the following)

- DOLEaccredited Certified Occupational Safety and Health Practitioner (COSH) certificate;

- DOLEaccredited Advanced Occupational Safety and Health Practitioner (SO2/SO3) or OSH Trainer certificate;

- Basic Occupational Safety and Health (BOSH) certificate or Construction COSH certificate;

- Fire Safety Administrator certificate, First Aider certificate, ISO 45001/ISO 14001 internal auditor certificate;

- Other internationally recognized HSE certificates (e.g., NEBOSH, IOSH) are a plus.

6. Professional Competence

- Familiar with Philippine RA 11058 (OSH Law), DOLE Department Order No. 19818, DENR environmental regulations, and DOE energy safety requirements;

- Proficient in electrical safety, risk assessment, JSA, LOTO, PTW, and other safety management tools;

- Excellent incident investigation, analysis, and reportwriting skills;

- Familiar with basic requirements of occupational health management and environmental management.

7. Language Proficiency

- Proficient in Filipino and English (able to communicate effectively with DOLE, DENR, BFP, LGUs, and the owner, and independently prepare Englishlanguage HSE reports, statements, and rectification documents);

8. Other Requirements

- Strong organizational, coordination, and team management abilities;

- High sense of responsibility and integrity, with the courage to stop violations and noncompliant acts;

- Good professional ethics and awareness of confidentiality;

- Residing near the project site (Bugallon) is preferred.
