Job Description

The HSE Manager will provide leadership, direction, and oversight for all Health, Safety, Environmental, and Security (HSES) activities associated with the development, construction, installation, and commissioning of their upcoming Offshore Wind Project.

Reporting to the Head of HSE APAC, the HSE Manager will be responsible for establishing and implementing a world-class safety culture across all project phases while ensuring compliance with Philippine regulatory requirements, international offshore wind standards, and global HSE management framework.

The role requires extensive engagement with contractors, marine operators, consultants, suppliers, government authorities, and project stakeholders to ensure that all project activities are executed safely, sustainably, and without harm to people, assets, or the environment.

The HSE Manager will be evaluated on, Zero fatalities and serious incidents, Achievement of project HSE targets and KPIs, Total Recordable Incident Rate (TRIR) performance, Contractor HSE compliance and audit outcomes, Successful delivery of offshore installation campaigns without major incidents, Environmental compliance performance, Emergency preparedness effectiveness, and Positive safety culture and workforce engagement.

Job Responsibilities:

HSE Leadership

  • Lead the development and implementation of the project's HSE strategy, objectives, and performance targets.
  • Establish a proactive safety culture based on visible leadership and continuous improvement.
  • Promote a Zero Harm philosophy across all project activities.
  • Serve as the principal HSE advisor to the Project Director and senior leadership team.
  • Drive accountability for HSE performance across all contractors and project personnel.

Offshore Construction & Marine Safety

  • Oversee HSE management for offshore construction, installation, commissioning, and marine operations.
  • Ensure safe execution of vessel activities, offshore lifting operations, personnel transfers, and heavy transport activities.
  • Review and approve offshore work methodologies from an HSE perspective.
  • Verify contractor compliance with marine safety requirements and permit-to-work systems.
  • Monitor execution of foundation installation, turbine installation, cable laying, offshore substations, and commissioning activities.

Contractor HSE Management

  • Develop and implement contractor HSE qualification, audit, and performance monitoring programs.
  • Lead contractor HSE reviews prior to contract award and mobilization.
  • Conduct regular inspections, audits, and management site visits.
  • Review contractor HSE plans, risk assessments, job safety analyses, and method statements.
  • Hold contractors accountable for HSE performance and corrective actions.

Risk Management

  • Lead project-wide hazard identification and risk assessment activities.
  • Facilitate HAZID, HAZOP, SIMOPS, and critical risk workshops.
  • Implement critical risk management programs focused on:

  • Confined Space Entry

  • Ensure appropriate barriers and controls are implemented and maintained.

Environmental Management

  • Lead environmental compliance activities during construction and offshore installation phases.
  • Ensure adherence to environmental permits, approvals, and mitigation commitments.
  • Monitor environmental performance relating to:
  • Marine ecosystems
  • Biodiversity management
  • Waste management
  • Spill prevention and response
  • Noise management
  • Protected species monitoring
  • Support project sustainability and ESG objectives.

Incident Management

  • Lead incident reporting, investigations, and root cause analyses.
  • Facilitate investigations using recognized methodologies such as ICAM, TapRooT, or similar systems.
  • Develop corrective and preventive action plans.
  • Track closure of actions and lessons learned.
  • Share best practices across project teams and contractors.

Emergency Preparedness & Response

  • Develop emergency response strategies for both onshore and offshore operations.
  • Coordinate emergency drills and crisis management exercises.
  • Ensure readiness for:
  • Marine incidents
  • Medical emergencies
  • Severe weather events
  • Typhoons
  • Vessel emergencies
  • Environmental incidents
  • Search and rescue operations
  • Coordinate emergency response interfaces with external agencies and authorities.

Regulatory Compliance

  • Ensure compliance with:
  • Philippine Occupational Safety and Health Standards
  • Department of Labor and Employment (DOLE) requirements
  • Maritime Industry Authority (MARINA) regulations
  • Philippine Coast Guard requirements
  • DENR environmental regulations
  • International Maritime Organization (IMO) requirements
  • ISO 45001 Occupational Health & Safety standards
  • ISO 14001 Environmental Management standards
  • Maintain compliance registers and regulatory reporting requirements.

Reporting & Governance

  • Develop project HSE KPIs and performance reporting systems.
  • Provide regular reports to senior management and project shareholders.
  • Prepare HSE dashboards, executive reports, and board-level presentations.
  • Lead HSE audits and support lender, investor, and regulatory reviews.

Requirements:

  • Bachelor's Degree in Occupational Safety, Engineering, Environmental Science, Marine Engineering, or a related discipline. Master's Degree is advantageous.
  • Minimum 12-15 years of HSE experience within offshore wind, offshore oil & gas, marine construction, large-scale infrastructure, or EPC projects.
  • Minimum 5 years in a senior HSE leadership role.
  • Experience supporting offshore installation campaigns and marine operations.
  • Experience managing multi-contractor construction environments.
  • Proven track record working on projects exceeding USD 500 million in value.
