Designation: Enterprise Architecture Governance Head

Job Summary: The Architecture Governance Head is a strategic leadership role responsible for developing and implementing the enterprise architecture (EA) governance framework. The Architecture Governance Head will manage a team responsible for establishing EA policies, architecture standards, practices, and architecture metrics, and ensuring consistency, compliance, and optimal performance across the enterprise architecture. The Architecture Governance Head will manage the application and technology portfolio and provide key stakeholders visibility across the bank's technology investments and technical debts in order to drive strategic decision-making.
Duties and Responsibilities:
Architecture Governance Framework, Policy and Standards Development:
- Develop and maintain a comprehensive governance framework for enterprise architecture.
- Oversee the Architecture Council responsible for the creation and implementation of common standards and architecture practices in the organization
- Create and manage policies, procedures, and standards related to enterprise architecture
- Ensure compliance with industry best practices and regulatory requirements
- Provide guidance and support to stakeholders in understanding and adhering to governance guidelines
- Establish and enforce key architecture metrics
Deviation Management:
- Monitor and enforce consequences and/or remediations resulting from deviations from architecture policies and standards
- Monitor and report the bank's technical debts to facilitate prioritization and remediation
Portfolio Governance:
- Continuously identify, assess, and rationalize the application and technology portfolio of the bank
- Plan for the decommissioning of obsolete or non-strategic applications/ technologies
- Identify opportunities to merge or replace redundant or underutilized applications
- Identify opportunities to reduce application costs through consolidation, standardization, or migration
- Assess and monitor the risks associated with obsolete applications/ technologies
Architecture Alignment:
- Lead and facilitate architecture related discussions in the Architecture Council and resolve architecture-related clarifications or disputes to arrive at a common understanding and practice of standards
- Participate in group-wide architecture discussions to increase synergies within the Aboitiz Techglomerate and Unionbank subsidiaries
Enterprise Architecture Repository:
- Develop and maintain the Enterprise Architecture Repository
- Ensure that architecture artifacts are maintained and updated based on agreed frequency
- Provide analysis and visibility to key stakeholders to enable data driven decision making on technology investments
- Publish regular reports on architecture metrics, portfolio governance, deviation management, and others.
Stakeholder Management:
- Build and maintain strong relationships with key stakeholders across the organization, including business leaders, IT teams, and vendors.
Team Leadership:
- Lead and mentor the enterprise architecture team, fostering a culture of collaboration, innovation, and continuous improvement. Manage team performance and development.
Required Qualifications:
- Bachelor's or Master's degree in Computer Science, Information Technology, or a related field; relevant certifications (e.g., TOGAF, BIAN, COBIT, AWS/Azure/GCP architecture certifications) are advantageous.
- Knowledge of BIAN or COBIT is a plus
- Proven track record (8+ years) of successful enterprise architecture, solution design, and technology leadership within the banking or financial services sector.
- In-depth understanding of banking operations, core banking systems, digital transformation, payment processing, and regulatory compliance.
- Proficiency in architecture modeling tools, methodologies, and frameworks (e.g., UML, ArchiMate, TOGAF).
- Strong analytical and problem-solving skills, with the ability to translate business requirements into practical architectural solutions.
