Overview

  • This position is physically located in the Philippines in support of LOGCAP***

Under the direct supervision of the FO&M Construction Manager, and Facilities Operation & Maintenance Manager (LN) - indirectly, The Electrical Engineer (Designer/QA&QC) is responsible for developing and reviewing electrical distribution systems and facilities (HV, MV, LV, and ELV) designs, ensuring proper functionality, safety, and compliance with applicable standards under the V2X LOGCAP V program. They will be responsible for managing and delivering comprehensive electrical technical services associated with Facilities Operation and Maintenance for electrical systems and facilities situated across various locations within the V2X account sites at Agila Shipyard Subic, which is located in Subic Bay Freeport, Philippines. The Electrical Engineer (Designer/QA&QC) shall directly support & engage both in Constructions/Project Stages and in the Facilities Operation and Maintenance Department in providing design oversight, reviewing submittals, and coordinating with multidisciplinary teams during design, construction stages, and facilities operations and maintenance.

  • Design & Construction Phase/Stages: The Electrical Engineer (Designer/QA&QC) serve in the capacity and will act as a focal person for electrical activities and requirements as per and not limited to:
    • Review sub-contractor electrical plans, drawings, and data sheets.
    • Validate electrical procurement, delivery, and installation schedules vis--vis the project timeline.
    • Design electrical systems including substations, generators, lighting, and control systems.
    • Manage and evaluate electrical contractors and subcontractors.
    • Assist in billing and accomplishment validation for electrical scopes.
    • Work closely with other engineering disciplines to ensure design integration.
    • Provide technical responses to electrical-related queries.
    • Monitor progress and report design and construction issues to management.
    • Ensure compliance with V2X safety protocols, design standards, and client requirements.
    • Able to draft, by AutoCAD or other electrical drafting software, his/her own design.
  • Operational Oversight: Oversee the daily operations of all electrical distribution systems and facilities (HV, MV, LV, and ELV) operations, preventive maintenance, repair, & system improvement activities on the V2X account sites, guaranteeing optimal performance and adherence to company policies as well as industry standards
  • Budget Oversight: Create and manage the facility operation & maintenance management of electrical distribution systems and facilities (HV, MV, LV, and ELV) operational budget for the area, guaranteeing efficient resource management while upholding high-quality standards.
  • Maintenance Management: Establish and supervise facility operation & maintenance management for electrical distribution systems and facilities (HV, MV, LV, and ELV) preventative maintenance initiatives to guarantee that all facilities remain safe, operational, and properly maintained.
  • Testing and Maintenance: Supervise, Monitor, Oversee, Manage, Reports the testing and upkeep of electrical distribution systems and facilities (HV, MV, LV, and ELV) equipment to guarantee their safe and efficient operation.
  • Compliance and Safety: Guarantee adherence to health, safety, and environmental regulations. Perform regular safety audits and training sessions. It is essential to ensure that all operations adhere to safety regulations and company policies. This includes performing regular safety inspections, recognizing potential hazards, establishing safety procedures, and providing training for Facilities Operation and Maintenance staff. Ensuring that the CFWA (Critical Facility Work Authorization), PTW (Permit to Work), MOS (Method of Statement), HIRAC (Hazards Identification, Risk Assessment and Control) is well understood process among the building staff, engineers, tenants, and contractors engaged in work on the critical infrastructure of the building.
  • Vendor Management: Oversee relationships with external service providers and contractors to guarantee quality service delivery and compliance with contracts.
  • Reporting and Analysis: Prepare and present periodic reports regarding facility operation & maintenance management of electrical distribution systems and facilities (HV, MV, LV, and ELV) operations & maintenance, performance indicators, and enhancement initiatives to the Facilities Operation and Maintenance Manager (LN).
  • Project Management: Supervise, Monitor, Oversee, Manage, Reports facility operation & maintenance management of electrical distribution systems and facilities (HV, MV, LV, and ELV) maintenance-related projects, which encompass the planning, budgeting, and execution of electrical distribution systems and facilities (HV, MV, LV, and ELV) tasks for minor upgrades, renovations, relocations, expansions, testing and commissioning, as well as decommissioning, ensuring that all projects are finalized punctually and within the allocated budget. Additionally, prepare, submit, review, and approve the Statement of Work (SOW) for the specific activities prepared, and submitted by the engineers/supervisors/foreman per trade as required.
  • Design and Development: Tasked with the design preparation and review of facility operation & maintenance management electrical distribution systems and facilities (HV, MV, LV, and ELV) and devices, guaranteeing compliance with safety and efficiency standards.
  • Project Planning and Execution:Organize, timetable, and carry out facilities operation and maintenance related projects from the beginning to the end, which involves identifying project needs, establishing timelines, calculating expenses, and collaborating with other departments or contractors.Oversee facility maintenance-related projects, including upgrades, renovations, relocations, expansions, testing and commissioning, as well as decommissioning, ensuring that all initiatives are completed on time and within the designated budget.

Qualifications

  • Qualifications
    • Graduate of Bachelor's of Science in Electrical Engineering (BSEE).
    • Must possess a valid Professional Regulation Commission (PRC) license as a Registered Professional Electrical Engineer (PEE) or Registered Electrical Engineer (REE).
    • Proficient in Google Suite, MS Office, and electrical design/drafting software.
    • Must hold either DOLE SO2 or SO3 qualifications .
    • Must have knowledge of CMMS Maximo Software is required.
    • Possessing OSHA, NEBOSH, IOSH, or Fire Safety qualifications is an advantage.
    • Required to possess minimum of 10 years relevant experience in electrical design and installation, operation and maintenance.
    • Must be Filipino Citizen
    • Possess a valid PH Driver's License (Code B or B1)
  • Experience:
    • Must possess appropriate knowledge and experience in Facilities Operation and Maintenance Management.
    • A minimum of 5 years of practical experience in a supervisory position managing an electrical distribution systems and facilities team (HV, MV, LV, and ELV) of Facilities Operations & Maintenance management personnel specifically in shipyard, drydock, or critical environment such as power plants, substation, military, and data center whether locally or internationally.
    • Required robust of practical experience in design, installation, testing and commissioning and the operation, maintenance, & troubleshooting of facilities, including various electrical equipment such as distribution transformers, generators, automatic transfer switches (ATS), low voltage and extra low voltage main distribution boards (MDB), sub-main distribution boards (SMDB), final distribution boards (FDBs), electrical control panels, cables/wirings, lighting systems, uninterruptible power supplies (UPS), relays, contactors, circuit breakers (including VCB, MCCB, MCB, RCB, and RCBO), isolators, lightning arresters, earthing or grounding systems, motors, pumps, FDAS, & Door Access Controls is essential. It is crucial to recognize that having knowledge and experience with Annual Electrical Shutdown Activities (including high voltage, medium voltage, and low voltage electrical systems), as well as PTW, MOS, HIRAC, & LOTO procedures.
    • Possessing expertise in Energy Management and Sustainability initiatives is an advantage .
    • Must have experience in using Maximo, for the creation and tracking of service/work orders.
    • Outstanding proficiency in both spoken and written English.

  • Working Conditions:
    • The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
    • The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
    • The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.
  • Physical Requirements:
    • Must be able to lift/push/pull 25 lbs.; Work will require walking up and down stairs, prolonged standing, prolonged sitting.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
