About the role
The person is responsible to lead the planning, design, upgrading, rehabilitation, procurement, construction, testing, commissioning, and handover of port electrical infrastructure projects, primarily focused on substation expansions, power capacity upgrades, medium-voltage and low-voltage distribution systems, and electrical infrastructure modernization required to support port development projects and increasing operational demand.
Key Accountabilities
Project Delivery
- Lead the planning, design, upgrading, rehabilitation, procurement, construction, testing, commissioning, and handover of electrical infrastructure projects.
- Conduct electrical infrastructure assessments, load studies, power system analysis and capacity planning.
- Develop master plans for substation, switchgear, transformer and distribution network upgrades.
- Manage design consultants, EPC contractors, utility providers and specialist vendors.
- Prepare project charters, budgets, schedules, risk registers and execution strategies.
- Lead feasibility studies, technical due diligence and business case development.
- Oversee MV/LV substations, transformers, switchgear, protection relays, SCADA, power quality and distribution systems.
- Review engineering drawings, single-line diagrams, protection coordination studies and equipment specifications.
- Manage procurement activities, factory acceptance testing (FAT), site acceptance testing (SAT), installation, energization, and commissioning.

- Coordinate utility interconnections and capacity upgrades with power distribution companies.
- Ensure compliance with electrical codes, port safety regulations, environmental requirements and industry standards.
- Monitor implementation of HSE controls and contractor safety management programs.
- Prepare regular project status reports for Management and project governance bodies.
- Manage project risks, outages, shutdown planning and business continuity requirements.
- Develop asset replacement and lifecycle management strategies.
Knowledge Transfer & Capability Development
- Mentor and coach the Electrical Supervisor and other employees designated by Management.
- Transfer technical knowledge in electrical engineering, power systems, commissioning, asset lifecycle management, and project delivery.
- Conduct structured technical workshops, coaching sessions, and knowledge-sharing activities.
- Develop engineering standards, operating procedures, technical guides, lessons learned documentation, and project close-out records.
- Support succession planning and capability development initiatives within ATI.
- Establish sustainable engineering and project management practices for future use.
- Ensure that critical technical knowledge, project methodologies, and best practices are fully documented and transferred to ATI personnel prior to completion of this engagement.
Qualities, Skills and Experience
- Graduate of Engineering, Supply Chain, Procurement, or related field
- Bachelor Degree in Electrical Engineering
- Registered Electrical Engineer or Professional Electrical Engineer preferred.
- Minimum 10-15 years of electrical engineering and project management experience.
- Extensive experience delivering substation upgrades, electrical capacity expansion and infrastructure modernization projects. Including preparation of tender documents, specifications, design review, etc.
- Experience in ports, terminals, industrial plants, logistics hubs, utilities, mining or heavy industry environments.
- Demonstrated success managing projects from concept through commissioning.
- Experience managing multi-disciplinary contractors and consultants
- Skills: Strategic planning, Leadership and stakeholder management, Contract administration
- Risk management, Negotiation, Technical decision-making, Financial and commercial acumen
- Strong communication skills
