ABOUT THE CLIENT

On behalf of a confidential international company delivering complex industrial and energy equipment projects (EPC, power generation, rotating equipment), EP2C is recruiting for the role below, based in Singapore with regular travel to supplier, fabrication and project site locations in China.

REPORTING LINE

Reports to: Project Manager

Location: Singapore, with travel to China

ROLE PURPOSE

The Project EHS Manager will lead and coordinate Environment, Health and Safety management for a major industrial project involving a single-lift module with one compressor train. The role translates contractual, legal, project and Company requirements into an effective project EHS system that enables safe execution, transparent assurance and continual improvement across project and contractor interfaces.

KEY RESPONSIBILITIES

EHS Governance

1. Establish and maintain the Project EHS Plan, objectives, responsibilities, reporting and assurance arrangements; integrate EHS into project planning and change management.
2. Prepare, implement and maintain the Project EHS Plan, EHS requirements register, risk register and action tracking.

Compliance Assurance

1. Coordinate applicable Company, contractual, project and legal EHS requirements; manage project, supplier and subcontractor EHS interfaces.
2. Review supplier and subcontractor EHS plans, competencies, risk assessments, method statements and emergency arrangements.

Risk & Incident Management

1. Coordinate risk assessments, emergency preparedness, incident reporting and investigations; verify effective corrective and preventive actions.
2. Lead or coordinate incident investigations, inspections, audits and management reviews; verify timely and effective action closure.
3. Coordinate EHS oversight for applicable construction, installation, commissioning, logistics, testing, FAT and site activities.

Performance Monitoring & Reporting

1. Plan inspections and audits, monitor agreed indicators and actions, escalate deviations, and provide decision-ready EHS reporting.
2. Prepare weekly and monthly EHS reports and provide advice to the Project Manager and project leadership.

Capability & Culture

1. Promote a Zero Harm culture, Stop Work responsibility, workforce engagement and learning; define competency needs and coach project and site personnel.
2. Lead EHS meetings, inductions, campaigns, lessons learned and external interfaces within approved governance.

AUTHORITY

1. Stop or suspend work where there is imminent danger, a critical deviation, or unacceptable EHS risk.
2. Escalate significant EHS matters directly to the Project Manager and responsible EHS management.
3. Require immediate controls and corrective actions within the agreed contractual and governance framework.

ASSIGNMENT DETAILS

Target start date: November 2026

Contract: Initial 12 months, with possible extensions of 1 to 2 years subject to project requirements, performance and approval

Base location: Singapore (project office)

Travel: Regular travel to supplier, fabrication and project site locations in China, as required

QUALIFICATIONS & EXPERIENCE REQUIRED

1. Degree or recognised tertiary qualification in occupational safety, engineering, environmental science or a related discipline.
2. Recognised EHS qualification such as NEBOSH Diploma, NEBOSH IGC with substantial relevant experience, or an accepted equivalent.
3. ISO 45001 / ISO 14001 auditor certification and formal incident-investigation training are preferred.
4. Substantial EHS experience in complex industrial projects; experience in EPC, construction, commissioning, power generation, rotating equipment, or oil & gas is strongly preferred.
5. Strong technical capability across EHS management systems, legal/contractual compliance, risk assessment, contractor management, incident investigation, emergency preparedness, auditing and KPI reporting.
6. Ability and willingness to travel and work across project, supplier, fabrication and site locations, including in China; statutory appointments, work authorisation, medical fitness and project-mandated competencies remain subject to confirmation before mobilisation.
7. English and Mandarin language proficiency preferred.
