About the job

We are seeking a Strategic Director, People & Culture (HRBP) to support Singtel Digital InfraCo, specifically the business units of Digital Infrastructure and Services (DI&S), Enterprise Platforms (EP) and RE:AI, by leading critical workforce planning, talent development, and team-building initiatives. With the rapid expansion across these business units, the key focus areas will be in strategic workforce planning, talent management and succession, as well as effective recruitment strategies.

Additionally, this role will play a central role in coordinating HR programs across DICo, ensuring alignment in talent management, workforce planning, budgeting, performance calibration, and remuneration exercises.

The ideal candidate will possess deep expertise in aligning HR strategies with business needs, managing complex HR programs, and building a future-ready workforce in the digital infrastructure space.

Make an Impact:

Strategic Workforce Planning

  • Lead end-to end workforce planning, ensuring the right talent is in place to support DICo (DI&S, EP and RE:AI) expansion and operational demands.
  • Analyze current and future workforce requirements, identifying critical skill gaps and developing strategies to address them.
  • Collaborate with business leaders to design scalable organizational structures that support rapid growth.

Talent Acquisition & Team Building

  • Develop and execute recruitment strategies to attract top-tier talent across technical, operational, and leadership roles.
  • Build strong talent pipelines by leveraging partnerships with educational institutions, industry associations, and specialized recruitment channels.
  • Lead team -building initiatives that foster collaboration, engagement, and high performance across diverse, technical teams.

Young Talent Development

  • Drive the young talent strategy, expanding pipelines through internships, work-study programs, and Management Associate Programs (MAP).
  • Partner with technical experts to develop competency frameworks and learning pathways that align with industry best practices.

Employee Engagement & Retention

  • Implement engagement initiatives to enhance retention, ensuring employees have clear development paths and growth opportunities.
  • Provide coaching and support to managers on building high-performing teams and creating positive employee experiences.
  • Design and manage career progression frameworks to support long-term employee development and succession planning.

Organizational Development & Change Management

  • Support organizational change initiatives, including expansion projects, operational shifts, and digital transformations.
  • Champion diversity, equity, and inclusion (DEI) efforts to build a diverse, future-ready workforce.
  • Use HR analytics to measure the effectiveness of talent strategies and continuously improve HR programs.

Coordination of HR Programs Across DICo

  • Lead and coordinate key HR programs across DICo, ensuring consistency and alignment with organizational priorities.
  • Manage talent management cycles, including performance calibration, succession planning, and leadership development initiatives.
  • Lead remuneration and budgeting exercises, providing market insights and ensuring competitive compensation frameworks.
  • Collaborate with HR CoEs to execute annual performance management processes, aligning business performance outcomes with individual contributions.

Skills For Success

  • Bachelor's degree in a relevant field; Master's degree is a plus, and IHRP certified.
  • Proven experience in HR leadership within complex, multinational organisations, coupled with experience in leading HR transformation programmes, and driving operational excellence.
  • Strong understanding of the digital and/or infrastructure industry and its evolving skill requirements in the context of advanced technologies and sustainable practices.
  • Strategic thinker who can combine strong commercial acumen with a hands-on approach to delivering results, while being a trusted advisor to the executive team
