Director of Offshore Engineering Telecom

About the role

We are seeking a hands-on, highly experienced Director for Telecom Engineering Delivery to help launch, scale, and lead our new offshore engineering operations center in the Philippines.

In this buildout-stage leadership role, you will be the primary local point of contact for engineering delivery—partnering closely with U.S.-based operations to stand up the operation from the ground up. Initially focused on ramping Outside Plant (OSP) and Fiber-to-the-Home (FTTH) engineering capabilities, your long-term mandate is to expand this facility into a scalable, multi-client engineering hub covering both wireline and wireless networks.

This is not a passive back-office management position. We need an operational leader who understands telecom engineering workflows down to the details, knows how to hire and retain elite technical talent, and thrives in a fast-paced environment with high urgency and growth potential.

key responsibilities

• Offshore Center Launch & Operations: Operationalize the local engineering delivery center in the Philippines, establishing team structures, communication rhythms, and delivery workflows.
• Talent Sourcing & Team Building: Partner with talent acquisition to drive local hiring strategies, interviewing, and selection of OSP Designers, OSP Engineers, and technical leads.
• Delivery & Quality Management: Oversee engineering throughput, quality control, and program compliance for FTTH and fiber design initiatives.
• U.S. Stakeholder Alignment: Partner closely with U.S. operations and engineering leadership on ramp schedules, capacity planning, and delivery milestones.
• Risk Mitigation & Retention: Proactively manage common offshore operational risks, including attrition, onboarding gaps, delivery inconsistencies, and ramp bottlenecks.
• Performance Visibility: Establish key performance indicators (KPIs) and provide regular executive reporting on team productivity, risk profiles, and operational readiness.
• Strategic Capability Scaling: Support the broader expansion of the delivery center to service multiple telecom providers across wireline and wireless infrastructure programs.

Minimum Qualifications

• 10+ years of leadership experience in telecom engineering, OSP, fiber design, wireless, or offshore delivery operations.
• Direct expertise supporting FTTH, fiber design, and OSP engineering programs.
• Proven track record of building, scaling, and managing offshore/global engineering delivery teams.
• Hands-on experience interviewing, selecting, and mentoring technical telecom engineering talent.
• Strong executive presence with exceptional verbal and written English communication skills.
• Ability to thrive in a consultant-first, buildout-stage environment characterized by ambiguity and rapid growth.
• Capability to balance immediate daily production targets with long-term strategic scaling goals.
