Our client is a leading international specialist and engineering contractor in water and wastewater treatment solutions, delivering complex utility-scale infrastructure and industrial projects across North America and Southeast Asia.
As a primary contractor and solutions provider to major water utility operators—including leading concessionaires such as Manila Water, Maynilad, and local water utilities/wastewater organization.
They are seeking a highly experienced Engineering Design Manager to lead their design engineering division for ongoing and upcoming large-scale utility expansion projects in the Philippines.
Role Overview
The Engineering Design Manager will head the contractor's design team and hold ultimate accountability for all engineering design deliverables, including technical drawings, calculations, reports, and interdisciplinary integration.
This role serves as the key technical authority representing the contractor before utility clients, concessionaires, and external consultants—ensuring technical rigor, strict code compliance, value engineering, and seamless design execution on high-value water and wastewater infrastructure projects.
Key Responsibilities
- Design Leadership & Management: Lead and mentor a multidisciplinary design team across civil, structural, mechanical, electrical, and process engineering to support large-scale water utility projects.
- Deliverable Oversight: Direct the execution and quality control of all technical outputs, including engineering drawings, hydraulic/structural calculations, specifications, and comprehensive design reports.
- Utility & Client Alignment: Serve as the main technical interface with major water concessionaires (e.g., Manila Water, Maynilad) and their technical consultants during design reviews, approvals, and value engineering phases.
- Interdisciplinary Coordination: Oversee cross-discipline design integration to identify and resolve spatial or functional conflicts prior to construction.
- Code Compliance & Standards: Ensure all designs conform strictly to client specifications, national codes, and international engineering standards, including AWWA, ANSI, BS/EN, and local environmental regulations.
- Value Engineering & Problem Solving: Apply value engineering to optimize capital expenditure and constructability, making prompt, authoritative design decisions on behalf of the contractor.
Key Qualifications & Requirements
- Education & License: Bachelor's Degree inStructural or Mechanical Engineering discipline. Must be a Licensed Engineer.
- Total Experience: Minimum of 15 years of total professional engineering and design experience.
- Relevant Experience: Minimum of 10 years in design management or lead engineering roles within water and wastewater infrastructure projects.
- Utility Track Record: Proven track record of leading design teams on projects supporting major municipal/industrial water utilities (such as Manila Water, Maynilad, or equivalent regional/international water utility operators)
- Project Capacity: Hands-on experience leading design for at least two (2) water/wastewater treatment plants with capacities of 24 MLD or larger, or similar complex water utility systems.
- Technical Standards: Deep familiarity with international design codes (AWWA, ANSI, BS/EN) as well as Philippine water utility standards and environmental regulations (e.g., DENR standards for wastewater effluent)
