What The Role Is
You will be part of the Corporate Human Resource (CHR) Division and lead MOH's HR Central function, overseeing a broad portfolio spanning HR operations, governance, systems, data and process transformation. You will work closely with HR teams, MOH divisions and Whole-of-Government partners to strengthen operational effectiveness, enhance employee experience and build future-ready HR capabilities in support of MOH's organisational objectives.
You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What You Will Be Working On
In this role, you will:
- Lead and oversee the delivery of HR operations across recruitment administration, employee lifecycle management, payroll and benefits administration, learning administration, and employee records management.
- Provide leadership and direction to HR Central teams to ensure operational excellence, service quality and business continuity.
- Strengthen governance, compliance, risk management and data stewardship in accordance with Public Service and MOH requirements.
- Partner with HR teams, MOH divisions and Whole-of-Government agencies to implement policies, address operational challenges, and enhance service delivery and employee experience.
- Drive process improvement, digitalisation, automation and AI-enabled initiatives to enhance productivity and organisational effectiveness.
- Oversee HR systems, workforce reporting and data analytics to support informed decision-making and continuous improvement.
- Lead organisational change initiatives and foster a culture of collaboration, innovation and continuous improvement.
- Degree in any discipline.
- Relevant academic background or professional qualifications in Human Resource Management, Business Administration, Information Technology or related disciplines.
- At least 12 years of relevant experience in HR operations, employee lifecycle management, payroll and benefits administration, HR systems, governance, data management and/or related corporate functions.
- At least 5 years of leadership experience, including managing teams, resources and operational functions in a complex organisation.
- Demonstrated ability to lead organisation-wide or cross-functional initiatives involving process improvement, digitalisation, automation, change management or organisational transformation.
- Strong track record in translating policies, guidelines and organisational requirements into operational processes and solutions.
- Sound knowledge of governance, compliance, risk management, audit-related requirements and personnel security clearance processes in a regulated environment.
- Proficiency in workforce reporting, HR data management, HR systems implementation and leveraging technology to improve operational effectiveness.
- Strong leadership, stakeholder management and influencing skills, with the ability to work effectively across diverse teams and stakeholders.
- Strategic thinker with sound judgement, strong analytical, problem-solving capabilities, effective communication skills and decision-making abilities.
- Resilient and adaptable in navigating ambiguity, competing priorities and organisational change, while maintaining a strong commitment to continuous improvement and innovation.
