The Deputy Compliance Head is the second-in-command of the Legal and Compliance Team and the successful incumbent should be well-rounded and familiar with functions under the Regulatory and Group Compliance and Governance, Anti-Money Laundering and Combating the Financing of Terrorism, Data Privacy, Monitoring and Testing, and Fraud
As a Compliance leader, the Deputy Chief Compliance Officer will be actively engaged with multiple businesses to provide compliance advice, monitoring and oversight of effective Programs. The incumbent must have the ability to act as a Deputy in the absence of the Chief Compliance Officer.
KEY FUNCTIONS AND RESPONSIBILITIES
Strategic Operations & Management:
- Collaborate with the Chief Compliance Officer in formulating and executing strategic plans for the Compliance Department.
- Oversee day-to-day operations, ensuring alignment with strategic objectives.
- Manage resources effectively to support the achievement of compliance goals.
Stakeholder's Management
- Establish and maintain effective relationships with internal and external stakeholders, including regulatory bodies.
- Serve as a key liaison between the Compliance Department and other business units or departments.
Risk-based Compliance Framework
- Contribute to the development and enhancement of a comprehensive risk-based compliance framework.
- Collaborate with the Chief Compliance Officer to identify, assess, and mitigate compliance risks.
Corporate Communications & Training
- Develop and implement communication strategies to promote a strong compliance culture within the organization.
- Oversee compliance training programs for employees to enhance awareness and understanding of compliance standards.
Project Management & Business Process Improvement
- Lead and participate in compliance-related projects, ensuring timely and successful completion.
- Identify opportunities for business process improvement within the Compliance Department and oversee their implementation.
Regulatory and Group Compliance
- Provide oversight and management of regulatory compliance activities.
- Ensure that organizational structures comply with local regulatory requirements.
Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT):
- Oversee the AML/CFT program, ensuring compliance with regulatory requirements.
- Formulate policies, procedures, and controls for AML/CFT in alignment with industry best practices.
Monitoring and Testing
- Oversee monitoring and testing programs to ensure ongoing compliance.
- Conduct periodic reviews and assessments to identify and address compliance gaps.
Legal
- Provide oversight for legal compliance matters, collaborating with our company legal counsel when necessary.
- Ensure that internal frameworks and policies reflect changes in local laws and company policies.
Fraud
- Oversee fraud prevention and detection initiatives.
- Conduct investigations into possible breaches of policies and report irregularities.
Continuous Improvement
- Continuously monitor and evaluate the effectiveness of compliance controls.
- Recommend and implement improvements to enhance the overall compliance program.
People Development
- Builds the capabilities of the Legal & Compliance Department by proactively managing the performance and competency development of each team member;
- Assists in Implementing Performance Management of team members from performance, planning, monitoring, evaluation, and improvement to ensure career progression;
- Ensures that each team member has an Individual Development Plan to facilitate competency growth;
- Clarifies the roles, responsibilities and KPIs of each team member are understood to ensure achievement of targets; reviews and initiates modification as business requires;
- Trains and mentors team members in the execution of their duties, ensuring constant improvement in their professional skills, and preparing them for succession planning;
- Motivates, inspires and disciplines, when needed, team members to maximize their potentials and capabilities; and
- Create an atmosphere of respect, trust and accountability among team members to facilitate analytical, problem-solving and innovative thinking.

Qualification:
- Education: Bachelor's Degree in Accountancy, Law or equivalent;
- Experience: Minimum of 7 years working experience in compliance management in a Financial Industry preferably in the non-bank institution;
- Extensive relevant industry experience with a deep conceptual understanding of Corporate Governance, Regulatory Compliance, Anti Money Laundering, establishing control frameworks;
- Proven experience in maintaining a good relationship with regulators;
- Significant experience of leading at a senior level, interpreting and delivering against strategic objectives; and Leadership experience of at least 2 years.
