Cost Governance & Compliance Supervisor | Makati

Role Overview

The Cost Governance and Compliance Supervisor is responsible for establishing, enforcing, and monitoring operational expenditure (OPEX) policies across the organization. This role focuses on financial governance, policy enforcement, compliance monitoring, and audit readiness.

The ideal candidate brings a strong background in financial control, internal/external audit, or governance, with hands-on experience working with ERP and expense management systems. This position plays a critical role in preventing financial leakage, ensuring policy adherence, and strengthening internal controls across business units.

High-Level Responsibilities:

1. Policy Development & Standardization

• Framework Design: Draft OPEX policies, including T&E, procurement thresholds, and signature authority limits.
• Process Improvement: Identify gaps in current workflows and develop standardized protocols to mitigate financial leakage.
• Scalability: Ensure policies are adaptable across business units while aligned with Group Controller mandates

2. Finance Monitoring & Audit

• Conduct deep-dive reviews to ensure policy compliance.
• Use analytics to identify irregular spending or potential fraud.
• Monitor compliance rates and policy adoption, reporting deviations to management.

3. Financial Governance & Internal Control

• Validate high-value requisitions meet documentation and policy requirements.
• Serve as lead contact for internal and external auditors regarding OPEX controls.

Qualifications & Competencies:

• Graduate of Bachelor's in Finance, Accounting, or Internal Audit
• CPA, RCA, CIA, or CFE preferred.
• With 5–7 years of experience in Financial Control, Audit, or Governance
• With 2–3 years supervisory experience.
• Knowledge of ERP systems (SAP GRC, Oracle) and expense management tools (Concur, etc.).
• High integrity, detail-oriented, and comfortable enforcing rules
