JOB DESCRIPTION | ||
The Project Development Officer V is responsible for learning and overseeing strategic planning, policy development, and monitoring and evaluation activities to guide and assess the Program. | ||
Functions and Responsibilities: | ||
1. Act as the Division Chief of the SMD and supervises all the Sections under the Division 2. Work closely with the different divisions within the office to create and improve operational plans, ensuring alignment with the Program's Strategy Map and DSWD's Thrusts and Priorities 3. Design monitoring and technical assistance plans to efficiently carry out local-level activities and gather performance data 4. Ensure NPMO and RPMO adhere to DSWD's Harmonized Planning, Monitoring, and Evaluation System (HPMES), Performance Management System (PMS), ISO standards, ARTA requirements, and other applicable compliance frameworks 5. Identify Program risks (such as operational, financial, and reputational) and collaborate with relevant sections to create risk mitigation strategies 6. Develop reporting mechanisms, tools, and forms to measure Program success 7. Conduct research on policies and plans to influence management decisions 8. Collaborate with oversight and funding agencies on Program funding, targeting, plans, policies, and frameworks 9. Take the lead in developing, improving, and updating Program guidelines and manuals 10. Engage in policy dialogue with government agencies, donors, and stakeholders to advance the Program's agenda 11. Lead in implementing relevant national/regional/international commitments on SWD and social protection 12. Lead in the conduct of monitoring and evaluation of the Program 13. Conduct and/or utilize research studies to address emerging needs of WGP sectors, supporting the development and improvement of responsive and innovative programs, projects, strategies, approaches, and interventions 14. Ensure that findings from studies, research studies, research, and evaluation are utilized to guide future planning and strategy refinement 15. Design and execute evaluations (baseline, midline, end line, impact assessments) 16. Develop and implement research studies (formative, operational. or policy focused) aligned with program objectives 17. Attends and leads the meetings and coordination initiatives of SMD and 18. Performs other related functions that may be assigned from time to time by the Management. | ||
