JOB DESCRIPTION

Performs legislative advocacy work with the legislative branch of the government reviews draft bills and resolutions and ensure the timely preparation and submission of position papers responds to requests and queries of legislators with regard to social welfare and development (SWD) provides technical support to the Department Legislative Liaison Officer in the performance of his/her functions and does other related work as may be assigned by the DLLO head or Department Legislative Liaison Officer.

Functions and Responsibilities:



1.Ensure the timely preparation and submission of official position papers on DSWD priority and supported legislation and pending Social Welfare and Development (SWD) bills

2.Develops and monitors the implementation of Advocacy Action Plans in coordination with the proponent OBS and attached agencies, to support and promote the priority legislation of the Department

3.Develops advocacy materials in coordination with the proponent OBS and other OBSUs, as required to inform the public about the DSWD's Priority Legislation

4.Advocates with concerned legislators to author, co-author, sponsor, and push for the immediate passage of the DSWD's Priority Legislation

5.Advocates with various stakeholders or interest groups in coordination with the proponent OBS, to promote and support the passage of the DSWD's Priority Legislation

6.Provides technical and administrative support to key officials on priority and supported legislation and pending Social Welfare and Development (SWD) bills and resolutions in connection with attendance to hearings, fora, and other avenues for public discussion

7.Ensures attendance of concerned officials in Committee/Public Hearings, Technical Working Group (TWG) Meetings, and Legislative Briefings particularly on priority and supported legislation and pending SWD bills and resolutions

8.Coordinates and refers with concerned OBS, records, responds, and monitors requests and queries of legislators and concerned Committees concerning SWD bills and resolutions

9.Provides the needed technical support to the proponent OBS in the IRR drafting stage of SWD laws. Also, ensures the involvement of the identified Government Agencies, Civil Society Organizations (CSOs), in the drafting of the IRR

10.Analyzes current and proposed SWD bills and to identify their potential impact on DSWD and its stakeholders

11.Researches and evaluate the legal implications of proposed SWD bills, including their constitutionality and enforceability

12.Drafts legal briefs and other memoranda to advise the Department and the public on the potential impact of proposed SWD bills

13.Collaborating with the proponents OBS and other key government officials to develop and implement legal strategies to promote the DSWD's mission and goals

14.Performs such other functions as may be assigned by the OIC or Department Legislative Liaison Office.

1.Supervise technical and admin staff (Planning Officer III, Social Welfare Officer II, Administrative Assistant III, and Administrative Aide IV)

2.Position papers on pending legislative measures

3.Technical and administrative support to key officials on legislative measures

4.Attendance to hearings and Technical Working Groups in both Houses of Congress

5.Participation in the crafting of the IRR of SWD Laws.
