Job Description

Summary: The APAC Health, Safety, and Security Manager provides strategic direction and technical expertise, promotes a culture of safety and ensures that best practice is embedded and aligned with local and global compliance expectations. This role is office-based in Mabalacat, Pampanga and will report during PST business hours. Certification as Safety Officer IV (SO4) is a requirement.

The APAC Health, Safety, and Security Manager is responsible for the design, development, documentation and implementation of all HSS policies, procedures and related forms, including emergency evacuation, fire drill procedures, and the like, at all company projects and programs, facilities and administrative office.

PRIMARY FUNCTIONS AND ESSENTIAL RESPONSIBILITIES:

  • Plans, implements, and conducts preventative care, safety, and compliance training programs
  • Collaborates with management to develop an Emergency Action Plan and serve as primary contact for site injury and incident notification, investigation, and case management. Maintains a written log of HSS inspection activities, reports, and correspondence.
  • Monitors site activities to ensure compliance of contractors and vendors with OSH guidelines and contractual obligations in terms of HSS requirements
  • Takes vendor performance management and compliance
  • Ensure HSS compliance to all government reports and requirements
  • Develops and maintains Employee Health, Safety and Security Handbook
  • Coordinates dissemination of HSSE policies and procedures to all employees, contractors and vendors
  • Conducts accident and incident investigations and provides recommendations and reports as outline in the relevant policies and procedures.
  • Ensures that HSS Risk Assessments are conducted to respective function, facility or project/ program objectives; and communicates results of assessments to responsible managers, contractors and vendors
  • Conduct employees health assessment/ issues and implement care programs
  • Develops HSS Audit Plan in accordance with legislative/ government regulations. Issues non-compliance reports and takes any other action necessary to improve safety and security.
  • Prepares and submits reports/ presentations
  • Develops and manages the approved HSS departmental budget
  • Oversees the day- to- day operations of onsite clinic functions focusing on increasing efficiency and productivity.
  • Provide recommends for decisions concerning employee's health and welfare - as aligned with DOLE and OSH guidelines and in partnership with company doctor.
  • Partners with applicable government agencies/ vendors for HSS programs that may need to apply or can be applied to the company and/or our employees for compliance/maximize allowable benefits.
  • Partner with Facilities/ Admin and other functions to ensure employees welfare, health and safety onsite and all other facilities that company will use.
  • Takes action to ensure the Health and Safety Committee is operational and effective as per the requirement of the OSH
  • Provides HSS related advice/guidance to managers/staff as necessary

Strategic Policy Development

  • Focus on authoring frameworks that scale across PH operations.
  • Design and lead enterprise-wide HSSE policies integrating OSH, cybersecurity, business continuity, and RA 11058 compliance for multi-site growth.
  • Conduct annual risk forecasting (e.g., geopolitical threats, pandemics) and develop mitigation strategies aligned with ISO 45001/31000/14001 standards.
  • Champion policy updates via senior stakeholder consultations and DOLE submissions.

Advanced Risk & Crisis Leadership

  • Emphasize proactive, data-led oversight.
  • Oversee integrated risk registers combining safety incidents, security breaches, and health trends; use analytics tools for predictive modeling.
  • Direct crisis management teams during disruptions (e.g., typhoons, cyber incidents), including post-event debriefs and insurance claims.
  • Embed resilience training in leadership programs, targeting C-suite buy-in for zero-harm targets.
  • Interacts with the following internal and external parties on a regular basis:
  • INTERNAL: ENGIE Business Unit Facilities and Safety leaders (global); ENGIE Impact C-Suite; Human Resources and Internal Communications teams; Safety Leads and Team volunteers across all ENGIE Impact's sites; Facilities and site leadership teams; and employee groups affected by both Safety and Facility decisions.
  • EXTERNAL: Property management personnel (owners, property managers, contractors, vendors, and project managers); community leaders where appropriate to ensure alignment between company and community objectives; a wide variety of service providers relative to facility upkeep and maintenance; and local first responders and other safety professionals to ensure compliance with local standards.

Vendor & Third-Party Governance

  • Develop and sustain local network/Manage external ecosystems critical to operations – including authorities, companies in the same industry, etc.
  • Audit and contract security/health vendors (guards, clinics); enforce SLAs with penalties for non-compliance.
  • Lead due diligence for new facilities/suppliers, ensuring ergonomic/security standards before onboarding.

QUALIFICATIONS

Education/Certification/Knowledge:

  • Bachelor's Degree in Business, Occupational Safety or related field.
  • Professional certification such as Safety Management Specialist (SMS) preferred.
  • Certified Safety Officer IV (SO 4).
  • Pollution Control Officer Certification preferred.

Experience:

  • At least 3 years in a managerial or senior advisory HSS role with deep understanding of legal health, safety and security programs and procedures
  • Certified Safety Officer IV (SO4) with at least 4 years of relevant experience
  • Valid qualification in occupational health and safety - Aggregate of 80 of advanced/specialized occupational safety training course relevant to the industry. Aggregate of 320 hours of Occupational Safety and Health (OSH) training. Certifications in First Aid and CPR
  • Strong understanding of risk management, business continuity, crisis management, occupational health, and HSS regulations and best practices.
  • Strong knowledge of DOLE and OSH standards, with practical on-site safety implementation experience

WORK ENVIRONMENT

  • Typical office hours are 9:00 p.m. to 6:00 a.m.
  • Performing duties and attending events during the morning/ evening and on the weekend occurs and may be required.
  • Occasional travel may be required.
  • Incumbent may be exposed to frequent noise caused by telephones, office machines, and nearby oral communications among fellow employees.

REQUIRED PHYSICAL ABILITIES

  • Ability to bend, stoop, reach, stand, move from one area of the building to another on a regular basis, sit and use a computer for a long period of time.
  • Manual and physical dexterity needed to operate a computer keyboard and handle paper documents.
  • Sufficient near vision acuity to read information appearing on computer display screen, in handwritten forms, and printed on paper.
  • Adequate hearing and verbal abilities to communicate effectively in person and by telephone.
  • Ability to lift and carry a stack of forms and documents weighing up to 15 pounds.
