About This Role

The M & E Coordinator will implement comprehensive monitoring and evaluation

frameworks to assess project performance and impact. He/she will support the Project Manager in the effective coordination, implementation, monitoring, evaluation, documentation, and reporting of the CLIMATE CARE Project across consortium members, implementing partners, target communities, and relevant stakeholders.

With the project's Monitoring and Evaluation framework, indicators, and core data collection tools already established, the position will focus on ensuring their consistent application; tracking implementation progress and results; consolidating, validating, and analyzing project data; identifying implementation gaps; and facilitating timely follow-up and corrective actions.

The role will work closely with consortium and implementing partners and, as appropriate, coordinate with government agencies, Local Government Units (LGUs), civil society and community-based organizations, youth-led organizations, schools, private sector partners, and other stakeholders to support project implementation, monitoring, reporting, learning, and sustainability.

The position will provide the Project Manager with timely information and analysis on project progress, emerging issues, implementation bottlenecks, risks, achievements, and lessons to support evidence-based management and decision-making.

Education

Required Experience and Education

  • Bachelor's degree (or equivalent) in Development Studies, Statistics, or relevant social sciences discipline. Equivalent relevant work experience may be accepted in lieu of degree.

Experience

  • More than five (5) years of progressively responsible experience in implementing, coordinating, or managing development, humanitarian, community-based, or related projects/programs, preferably with non-government organizations (NGOs), international NGOs, civil society organizations, or development partners.
  • Demonstrated experience in project coordination and implementation, including working with implementing partners, government agencies, LGUs, communities, civil society organizations, and other relevant stakeholders.
  • Demonstrated practical experience in project monitoring and evaluation, including tracking project indicators and targets, gathering and consolidating quantitative and qualitative data/information, conducting field monitoring and verification, maintaining monitoring records/databases, and contributing to project reviews or evaluations.
  • Experience in monitoring implementation against approved work plans, deliverables, timelines, targets, and results frameworks and facilitating follow-up actions where gaps are identified.
  • Experience in preparing or contributing to project progress reports, monitoring reports, donor reports, presentations, documentation, and other project information products.
  • Experience facilitating coordination meetings, workshops, consultations, monitoring visits, and partner capacity-strengthening activities.
  • Experience working with government agencies and Local Government Units and establishing effective partnerships with public, private, civil society, and community stakeholders is highly desirable.
  • Experience in child protection, climate change adaptation, Disaster Risk Reduction and Management (DRRM), Nature-based Solutions (NbS), youth engagement, community development, livelihoods, or humanitarian programming is an advantage.
  • Demonstrated ability to work effectively across culturally diverse and geographically dispersed project locations and partner organizations. Skills in participatory, and child- and youth-focused community organizing and development with a supportive attitude towards processes of strengthening local organizations and building local capacities for self-management.
  • Self-guided, independent with strong facilitation, analytical, problem-solving, organizational, and time management skills.
  • Above-average written and oral communication skills in English, fluency in a local language preferred; and
  • High level of proficiency in general office software applications (i.e. Word, Excel, Outlook), including practical knowledge of statistical and data management packages/applications.

Primary Responsibilities

Project Coordination and Implementation Support

  • Support the Project Manager in the day-to-day coordination, monitoring, and follow-up of project implementation across consortium members and implementing partners.
  • Maintain regular coordination with implementing partners to track activities, outputs, deliverables, targets, timelines, and agreed action points.
  • Review implementation progress against approved work plans, results framework, targets, budgets, and project commitments, and immediately flag significant delays, gaps, risks, or deviations to the Project Manager.
  • Facilitate regular project coordination, implementation review, and monitoring meetings with implementing partners and other relevant stakeholders.
  • Maintain and follow up project action trackers, implementation schedules, deliverables, and agreed commitments.
  • Coordinate with technical, program, finance, administration, communications, and safeguarding colleagues as necessary to support timely and quality implementation.
  • Support implementing partners in resolving operational and implementation issues and facilitate coordination with appropriate ChildFund personnel and stakeholders.
  • Participate in regular field visits and implementation reviews to determine actual progress, challenges, quality, beneficiary participation, and compliance with project requirements.
  • Support the Project Manager in ensuring that project interventions remain responsive to emerging needs and consistent with the approved project design and donor commitments.

Monitoring And Evaluation And Results Tracking

  • Implement and operationalize the established CLIMATE CARE Monitoring, Evaluation and Learning framework, results framework, indicators, and data collection tools across project sites and implementing partners.
  • Ensure consistent understanding and application of established monitoring tools, indicator definitions, reporting templates, and data collection protocols.
  • Track progress against project outputs, outcomes, indicators, targets, work plans, and agreed milestones.
  • Periodically review and recommend practical refinements to existing monitoring tools and processes, when necessary, in consultation with the Project Manager and relevant technical staff.
  • Maintain an updated project indicator and results tracker and regularly communicate performance against targets to the Project Manager and project team.
  • Identify underperforming indicators, implementation gaps, delays, and emerging concerns and work with implementing partners to develop appropriate follow-up actions.

Data Collection and Analysis:

  • Oversee data collection processes, ensuring accuracy and reliability of data.
  • Analyze quantitative and qualitative data to generate insights and inform project decision-making.
  • Maintain a database of project data and ensure timely updates.

Partnership and Stakeholder Coordination

  • Establish and maintain effective working relationships with consortium members, implementing partners, government agencies, LGUs, CSOs, community-based organizations, youth organizations, schools, private sector actors, and other relevant project stakeholders.
  • Support the Project Manager and the implementing partners in coordinating with relevant government offices and technical agencies for project activities, technical assistance, convergence, referrals, resource mobilization, and sustainability.
  • Facilitate coordination meetings, consultations, workshops, monitoring visits, and other stakeholder engagements required for effective project implementation.
  • Follow up agreements, commitments, referrals, and action points arising from coordination meetings and partnership engagements.
  • Support implementing partners in strengthening engagement with provincial, municipal, barangay, and community-level stakeholders.
  • Identify opportunities for program complementation, technical assistance, resource leveraging, and partnership with government, private sector, academe, civil society, and other development actors.
  • Represent the CLIMATE CARE Project in coordination meetings, technical working groups, workshops, forums, and other events when delegated by the Project Manager.
  • Promote meaningful participation of children, youth, community organizations, and other vulnerable groups in project monitoring, review, and learning processes.
  • Support documentation of partnership results, commitments, good practices, and opportunities for sustainability and scaling.

Reporting Documentation, and Learning:

  • Prepare regular M & E reports, including progress reports, impact assessments, and case studies.
  • Work closely with implementing partners to ensure timely and quality submission of narrative reports, monitoring data, supporting documents, and other required information.
  • Document best practices, lessons learned, and success stories.
  • Ensure timely submission of reports to project stakeholders and donors.

Partner Support and Capacity Strengthening:

  • Continuous support to implementing partners in tracking project accomplishments and results.
  • Provide ongoing support and technical assistance to enhance M & E capacity within the consortium.
  • Promote a culture of learning and continuous improvement within the project team.

Stakeholder Engagement:

  • Collaborate with project partners, CSOs, LGUs, and other stakeholders to ensure effective M & E practices.
  • Facilitate participatory M & E processes, involving community members and beneficiaries.
  • Represent the project in M & E-related meetings, workshops, and forums.

Compliance and Quality Assurance:

  • Conduct regular field visits to monitor project activities and verify data.
  • Ensure compliance with ethical standards and data protection policies.
  • Identify and address any issues or challenges in M & E implementation.

Integration Of Cross-Cutting Themes

  • Ensure that M&E activities incorporate cross-cutting themes such as gender equality, disability inclusion, and child protection.
  • Promote the integration of Nature-based solutions (NbS) and climate resilience in M&E processes.

Child Safeguarding

  • Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.
