Summary

A type of Contingent Worker who provides expert advice and specialized skills to Habitat for Humanity International (HFHI) on a temporary basis and is typically associated with a Professional Services Agreement. Consultants are typically contracted to address specific challenges, improve processes, or implement strategic initiatives.

Key Responsibilities

Background and Context

Despite strong demand and market opportunity in Cebu, lower income households into owner driven construction (LIH-ODCs) often struggle to maintain durable housing due to high termite exposure. Adoption of termite control solutions remains low and largely reactive because of limited awareness, affordability constraints, technical complexity, and weak last-mile access. Inadequate regulatory and quality signals further hinder informed decision-making, contributing to rapid housing deterioration.

To address this challenge, the Terwilliger Center for Innovation in Shelter (TCIS) is launching its termite control portfolio which aims to shift termite control practices among LIH-ODCs from reactive treatment to prevention. The project seeks to enable households to recognize termite risks early, access affordable solutions, and apply them correctly with trusted guidance, while creating commercial incentives for market actors to serve this segment.

A key intervention combines consumer education, community-based retail access, and trained applicator services to increase uptake of termite control solutions among LIH-ODCs. The model focuses on post-construction termite control using Solignum for wood treatment and Termitrek for soil treatment. The intervention will leverage existing market actors rather than establish parallel delivery systems. It will pilot through Jardine Distribution, Inc. (JDI), the major distributor of Solignum and Termitrek, and Cebu Oversea Hardware (COH), a key B2B2C retailer with branches and retailers accessible to LIH-ODCs. Activities will be implemented in Barangay Poblacion Oriental, Consolacion, a high-density LIH-ODC community within six months.

Assignment Objective

The Terwilliger Center seeks an individual consultant to lead one of the housing interventions in Cebu as a market facilitator, generating evidence to assess the housing solution viability and inform scale decisions with partner firms.

We expect the consultant to assist us in executing the deliverables below in the next six months.

Scope of Work and Deliverables

The consultant will serve as a market facilitator, working with key housing key partners to test and strengthen a market-based model for termite prevention and treatment. The role will focus on facilitating partnerships, strengthening market linkages, supporting adaptive learning, and assessing the model's viability and scale potential to improve household access to relevant products and services. Specifically,

  • Facilitate coordination among key partners including key partners and local government to clarify roles, and support implementation of the pilot model.
  • Facilitate partners in developing, testing, and improving approaches that increase household awareness, access to termite prevention products and services, and uptake of trained applicator services.
  • Support partners to collect and use data, gather customer feedback, identify challenges and opportunities, and adapt pilot activities based on learning.
  • Facilitate review of pilot results, assess the viability of the model, and provide recommendations for improving, expanding, or scaling the approach.

Timeline of Indicative Activities

The contract will run for 6 months from September 9, 2026 to March 9, 2027.

Budget and Payment Arrangements

Milestone 1

The total fee will be USD 6000.00 inclusive of taxes. Release of payment is within 45 days upon receipt of invoice. Professional fees inclusive of taxes, if any, will be paid in the following milestone schedule:

Completion of Month 1 activities (finalization of models and training of panday-applicators), with submitted intervention design and plan

Milestone 2

Completion of Month 2 activities (formal rollout of intervention model components), with submitted progress report

Milestone 3

Completion of Month 3 activities (continued rollout of components, monitoring, and conduct of partner learning and review sessions), with submitted progress report, milestones, and monitoring data

Milestone 4

Completion of all pilot activities, with submitted progress report, milestones, and monitoring data

Milestone 5

Monitoring and collection of data, assessment highlights, and recommendations for conduct of partner learning and business review

Milestone 6

Conduct of partner learning and business review for next steps, submission of final report with milestones, monitoring data, assessment highlights, and recommendations

Reporting and Coordination

The consultant will report directly to Market Systems and Entrepreneurship, who serves as the project focal person, and to the Southeast Asia Regional Director. The consultant is also expected to coordinate closely with with the two partner firms. Regular coordination will include weekly implementation check-ins during active pilot months, monthly progress reviews; partner coordination meetings as needed; and learning and scale-readiness reviews toward the end of the consultancy.

Qualifications

  • Experience in project implementation, field coordination, market systems development, inclusive business, community activation, or private-sector partnership work
  • Strong coordination skills with private-sector actors, community groups, and local stakeholders
  • Experience working with lower-income communities, housing, construction, retail related interventions is preferred
  • Ability to organize trainings, community sessions, partner meetings, and field activities
  • Ability to design or use simple monitoring tools and consolidate field data
  • Strong writing and documentation skills
  • Ability to analyze operational and business viability signals from pilot activities
  • Familiarity with Cebu context and ability to communicate in Cebuano is preferred
  • Practical understanding of hardware, construction materials, housing improvement, or pest/termite control markets is an advantage
