Project Background
The STRIDES Project of Save the Children Philippines, funded by Save the Children Korea, is a three-year
project running from 2024 to 2026 that aims to model a community-based infectious disease surveillance
and response system that will enable the municipal local government units (LGUs) and the Inter-local Health Zone (ILHZ) of Real, Infanta, General Nakar and Panukulan (ReINaPan) to detect and prevent public health emergencies through organized Barangay Epidemiology and Surveillance Units; monitor and evaluate response mechanisms; execute measures to prevent and control outbreaks; and, provide information to guide the development of policies and strategies.
The project adopted approaches and strategies aligned with the Philippine Integrated Disease Surveillance
and Response (PIDSR) Manual to strengthen community-based infectious disease surveillance and response.
Objective of the Consultancy
The overall objective of this study is to assess the outcomes and overall impact of the STRIDES Project in
REINAPAN, Quezon.
The endline study aims to evaluate the effectiveness, relevance, sustainability, and scalability of the project's interventions in strengthening infectious disease surveillance and response, including related components such as immunization, social and behavior change communication (SBCC), integrated management of childhood illnesses (IMCI), and child participation.
The study also seeks to generate evidence to inform future programming, provide stakeholders and donors with a comprehensive understanding of the project's impact, and contribute to organizational learning and the identification of opportunities for scaling and/or replication.
Scope of Work
The consultant will be responsible for:
- Meet with the Save the Children Philippines (SCP) Project Team to discuss the study scope, methodology, timeline, and administrative requirements.
- Develop the study protocol, data collection tools, sampling framework, and inception report in consultation with the SCP Project Team, MEAL Focal, and donor (if applicable).
- Comply with SCP policies, including Child Safeguarding, Code of Conduct, Data Protection and Privacy, and Fraud Policy, and secure ethics approval from the Save the Children International EthicsCommittee.
- Assemble and manage the research team, including assigning a team focal person, recruiting and training data collectors, coders, and encoders.
- Conduct a desk review of relevant literature and project documents, including the baseline study and related project documents.
- Pre-test and finalize data collection tools and implement quantitative and qualitative data collection following the approved methodology and sampling design, ensuring adequate representation of vulnerable groups.
- Coordinate field implementation, including stakeholder engagement, social preparation, and regular progress updates to the SCP Project Team.
- Ensure data quality through appropriate quality assurance measures, data validation, transcription, coding, encoding, and secure data management, including collection of disaggregated data by age, sex, disability, and location.
- Analyze quantitative and qualitative data using a mixed-methods approach, including comparison with baseline findings, indicator achievement, triangulation, and disaggregated analysis.
- Submit cleaned datasets, transcripts, data quality documentation, and other required study outputs to SCP.
- Present preliminary findings, submit a draft report for review, incorporate SCP feedback, and submit the final endline study report together with a user-friendly summary or brief for dissemination.
