Construction Project Manager

The role will support projects across Central and Southern Luzon, with current and anticipated project locations including Zambales, Subic Bay, Clark/Pampanga and surrounding areas. The successful candidate must be willing and able to travel regularly between project sites and, where required, remain on-site for periods appropriate to the project schedule.

Sadath Business Group (SBG) is seeking an experienced Construction Project Manager to support a growing pipeline of construction, infrastructure and facility upgrade projects, primarily involving United States Government (USG), Department of Defense (DoD) and defence-sector clients.

The successful candidate will be responsible for managing projects from post-award planning and design coordination through procurement, construction, commissioning and final handover.

Projects may include design-build facilities, industrial and maintenance buildings, civil and utility infrastructure, structural works, electrical and mechanical systems, HVAC, fire and life-safety systems, facility renovations and containerised/modular facilities.

Key Responsibilities

• Manage construction projects from contract award through design, mobilisation, construction, commissioning, handover and close-out.
• Develop and maintain detailed project execution plans, construction programs, CPM schedules, short-term look-ahead schedules, procurement schedules and milestone trackers.
• Coordinate architects, engineers, Designers of Record, consultants, subcontractors, suppliers and internal project personnel.
• Review Statements of Work, drawings, specifications, BOQs, design calculations and contractual requirements to ensure the project team understands the complete scope.
• Manage design development and the submission/approval process, including drawings, calculations, material submittals, shop drawings, RFIs and technical documentation.
• Lead procurement planning and coordinate long-lead materials, equipment, subcontractors and logistics.
• Manage subcontractor performance, including scope, schedule, quality, safety, progress and commercial obligations.
• Monitor project budgets, committed costs, forecasts, variations, progress claims and overall cost-to-complete.
• Identify project risks, schedule constraints and potential cost impacts early and implement appropriate mitigation and recovery plans.
• Lead coordination meetings, progress meetings, technical meetings and client meetings and maintain clear action registers and project records.
• Ensure construction activities comply with approved drawings, specifications, applicable codes, permits and contract requirements.
• Work closely with dedicated Quality Control, Site Safety and Superintendent personnel to maintain compliant project execution.
• Coordinate inspections, testing, commissioning, punch-list activities and corrective works.
• Maintain accurate progress reporting, including schedules, RFIs, submittal registers, procurement status, subcontractor progress, photographs and management reporting.
• Manage project changes and ensure potential scope, cost and schedule impacts are identified, documented and communicated before work proceeds.
• Coordinate with Government/client representatives, including Contracting Officer Representatives and other authorised stakeholders where applicable.
• Ensure completion of as-built drawings, O&M manuals, warranties, testing records, training requirements and final turnover documentation.

That reporting discipline is particularly important for these projects: the NAVFAC requirements call for updated schedules, RFI/submittal registers, labour/equipment/material reporting, safety and QC reporting and weekly progress documentation. The V2X SOWs also expect the PM function to maintain visibility of project status, problems, risks, mitigation plans and lower-tier subcontractor performance.

Qualifications & Experience

• Bachelor's degree in Civil Engineering, Construction Management, Architecture, Building Construction or a related discipline.
• Approximately 7+ years of construction/project management experience, preferably including commercial, industrial, institutional, infrastructure or defence projects.
• Demonstrated experience managing design-build projects and multidisciplinary construction packages.
• Strong understanding of civil, structural, architectural and MEP construction interfaces.
• Experience managing subcontractors, suppliers, consultants and multidisciplinary engineering teams.
• Strong construction scheduling skills, including critical path, sequencing, procurement and look-ahead planning.
• Experience with project cost control, forecasting, variations/change management and progress claims.
• Strong understanding of QA/QC procedures, inspections, testing, commissioning and project close-out.
• Strong written and spoken English with the ability to prepare professional correspondence, reports and project documentation.
• Ability to read and interpret construction drawings, specifications, BOQs, contracts and technical requirements.
• Competency with Microsoft Project and/or Primavera P6, Microsoft Excel and standard construction/project management systems.
• Willingness to work at project sites and travel as required.

Highly Desirable

• Previous experience delivering US Government, US DoD, NAVFAC, USACE, LOGCAP or other defence/international government construction projects.
• Familiarity with UFC, UFGS, NFPA, NEC and other US Government construction requirements.
• Familiarity with EM 385-1-1, Accident Prevention Plans and Activity Hazard Analyses.
• Experience dealing with Government representatives, formal submittal processes, RFIs, change control and contract documentation.
• Knowledge of FAR-based fixed-price construction contracts.
• Experience managing projects in the Philippines or elsewhere in the Asia-Pacific region.
• Previous experience with industrial facilities, workshops, warehouses, maintenance facilities, utilities or defence infrastructure.
• Experience coordinating professionally signed/sealed engineering designs and local permitting requirements.

The EM 385 point is worth including because NAVFAC specifically requires EM 385-1-1 compliance, project-specific Accident Prevention Plans and AHAs, while placing separate responsibilities on the SSHO and QC personnel. I would not, however, require the Project Manager themselves to be the SSHO or QCM; your documents specifically contemplate dedicated superintendent, QC and safety functions on these projects.

What We're Looking For

We are looking for someone who can take ownership of a project rather than simply supervise site activities. The successful candidate should be capable of understanding the contract, coordinating the design team, controlling the program and budget, managing subcontractors, anticipating problems and maintaining the documentation required to successfully deliver projects in a Government contracting environment.

They must be comfortable working across both the technical and commercial sides of construction and communicating effectively with engineers, site personnel, subcontractors, suppliers, management and client representatives.
