About the Role
The CPA/CPE oversees site construction activities, contractors, manpower, materials, and equipment; ensures compliance with approved plans, quality and safety standards; coordinates technical concerns; monitors progress; and maintains accurate site records.
Job Responsibility
Site Construction Management
- Supervise daily construction activities and site operations.
- Ensure compliance with approved drawings, specifications, and HRI standards.
- Monitor workmanship, site conditions, and construction progress.
- Coordinate technical concerns with the Construction Manager.
Project Implementation
- Implement approved construction schedules and work plans.
- Monitor contractor productivity and progress.
- Identify delays and coordinate recovery actions.
- Escalate significant schedule risks.
Contractor Management
- Supervise and coordinate contractors and subcontractors.
- Monitor manpower, materials, equipment, and productivity.
- Ensure compliance with approved work methods and HRI requirements.
- Resolve contractor concerns and work conflicts.
Quality Control Coordination
- Monitor works for compliance with approved plans and quality standards.
- Conduct and coordinate site inspections.
- Identify deficiencies and monitor corrective actions.
- Manage punch lists and non-conformance reports.
Site Schedule Management
- Monitor daily and weekly progress against approved schedules.
- Track manpower, materials, equipment, and site constraints.
- Identify potential delays and coordinate recovery measures.
- Escalate risks affecting project milestones.
Construction Coordination
- Coordinate technical and construction issues with the Construction Manager.
- Review drawings for constructability and site implementation.
- Ensure use of latest approved drawings and shop drawings.
- Coordinate work interfaces and resolve site conflicts.
Safety & Site Compliance
- Ensure contractor compliance with HRI safety requirements.
- Coordinate safety concerns with the Safety Team.
- Verify required permits and clearances before work commencement.
- Report unsafe conditions and violations.
Site Reporting
- Prepare daily and weekly construction progress reports.
- Document site accomplishments, manpower, materials, and constraints.
- Maintain accurate inspection records and site documentation.
- Provide timely updates on critical project issues.
Team Leadership & Process Improvement
- Guide contractors in safety, quality, and technical requirements.
- Promote accountability, productivity, and site discipline.
- Monitor compliance with construction procedures.
- Support process improvements and corrective actions.
Coordination & Stakeholder Management
- Serve as HRI's site representative during construction activities.
- Coordinate closely with the Construction Manager and contractors.
- Communicate site requirements, decisions, and action items.
- Escalate significant concerns requiring management attention.
Job Qualifications
- Bachelor's degree in Civil Engineering or Architecture
- Licensed/Registered Civil Engineer or Architect
- 5–10 years of construction experience, with strong experience in site supervision, quality control, and inspection
- Experienced in contractor/subcontractor management and construction coordination
- Proficient in AutoCAD, Civil 3D, and MS Excel
- Strong knowledge of construction standards, approved drawings, specifications, and safety requirements
- Skilled in progress monitoring, quality inspections, punch listing, and corrective actions
- Strong leadership, technical coordination, problem-solving, and communication skills
- Willing to work on-site and conduct regular site inspections.
