Job Description
1. JOB OVERVIEW:
The PAGCOR Compliance Officer supports the company in ensuring compliance with applicable laws, PAGCOR rules and regulations, licensing requirements, and internal policies. The role is responsible for regulatory submissions, gaming license monitoring, compliance documentation, coordination with PAGCOR and government agencies, and day-to-day compliance monitoring.
The position works closely with the Legal and Compliance Officer and reports directly to the Legal and Compliance Manager.
2. DUTIES AND RESPONSIBILITIES:
2.1. PAGCOR Compliance & Regulatory Submissions
• Assist in ensuring compliance with applicable PAGCOR rules, regulations, reportorial
requirements, and licensing conditions.
• Prepare, review, and submit PAGCOR forms, reports, applications, requests, and supporting
documents, ensuring completeness, accuracy, and timely filing.
• Handle regulatory processes and submissions, including but not limited to the preparation,
coordination, monitoring, and follow-up of required documents, approvals, and compliance
requirements.
• Assist in the preparation and submission of annual, periodic, and other regulatory requirements, including but not limited to Personal Disclosure Statements, DOLE Clearances, and other forms, reports, certifications, and supporting documents required by PAGCOR and other applicable regulatory authorities.
• Prepare, submit, monitor, and coordinate compliance requirements for marketing promotions,
products, operational activities, and other related matters, from initial preparation and
regulatory submission through approval and execution, in accordance with applicable regulatory
requirements and company policies.
2.2 Gaming License & Permit Management
• Assist in the process of application, renewal, amendment, and closure of gaming licenses and
related permits.
• Monitor and process license validity, renewal schedules, approvals, and outstanding
requirements.
• Coordinate with PAGCOR and other government agencies regarding licensing, permits,
approvals, and regulatory requirements.
• Maintain an updated record of gaming licenses, permits, approvals, and related documents.2.3 PAGCOR Coordination & Compliance Monitoring
• Coordinate with concerned departments to obtain documents and information required for
PAGCOR submissions and compliance requirements.
• Maintain regular communication with PAGCOR representatives and relevant government
agencies regarding regulatory matters.
• Attend PAGCOR meetings, conferences, seminars, and other regulatory engagements as
assigned.
• Prepare and submit regular compliance monitoring reports covering license status, permits,
penalties, payments, and pending requirements.
• Escalate compliance concerns, delays, and potential violations to the Legal and Compliance
Manager.
• Monitor and track PAGCOR Memorandums, advisories, circulars, and other regulatory issuances, and assess their impact on the Company's operations and compliance obligations.
2.4. PAGCOR Payments & Financial Requirements
• Manage PAGCOR-related fees, payments, deposits, penalties, and other financial
requirements, including assessing applicable charges and coordinating with the Finance
Department for processing and settlement.
• Monitor and reconcile PAGCOR-related financial obligations and transactions, including but not
limited to Performance Cash Deposits (PCD), license-related fees, regulatory fees, penalties, and other applicable expenses, and coordinate any necessary refund, release, or adjustment
requests.
• Prepare and maintain revolving funds and supporting documentation for PAGCOR-related
expenses, ensuring proper documentation and accountability.
• Maintain complete and organized records of PAGCOR-related financial documents, payment
records, receipts, and supporting files, ensuring proper filing and easy retrieval.
2.5. Compliance Records & Documentation
• Maintain complete and organized records of regulatory submissions, gaming licenses, permits,
approvals, reports, and correspondence.
• Safekeep original Gaming Licenses, Letters/Resolutions of No Objection, and other important
regulatory documents.
• Maintain an updated inventory of documents required for PAGCOR submissions and compliance activities.
• Ensure confidential and restricted compliance records are properly secured and accessible only to authorized personnel.
2.6. Audit & General Compliance Support
• Coordinate and assist in addressing PAGCOR regulatory, licensing, and compliance
requirements, including regulatory issuances, directives, and related matters.
• Coordinate with relevant departments in the preparation, consolidation, and submission of
documents, reports, and information required by PAGCOR or other regulatory authorities.
• Assist during PAGCOR inspections, audits, investigations, and compliance reviews, including
the preparation and coordination of required documents and information.• Provide compliance support to the Legal and Compliance Officer, Legal and Compliance Manager, and relevant departments in addressing regulatory, licensing, and compliance matters.
• Maintain proper coordination and follow-up on regulatory requests, findings, submissions, and
other compliance-related matters to ensure timely resolution and completion.
• Perform other related compliance and regulatory duties and responsibilities as may be required in connection with PAGCOR regulations, regulatory issuances, compliance requirements, and other assigned tasks.
QUALIFICATIONS AND EDUCATIONAL REQUIREMENTS:
• Bachelor's degree in Business Administration, Management, Finance, Legal Management, or a
related field.
• At least 2–3 years of relevant experience in regulatory compliance, regulatory affairs, or a
related function.
• Experience in a PAGCOR-regulated, iGaming, online gaming, casino, sportsbook, or similarly
regulated environment.
• Working knowledge of PAGCOR regulations, regulatory processes, and compliance
requirements.
• Practical experience in the preparation and submission of EGLD and GS Forms.
• Practical knowledge of ASC processes and submission requirements.
• Experience preparing regulatory reports, applications, permits, licenses, and compliance
documentation.
• Strong attention to detail and ability to manage multiple regulatory requirements and deadlines.
• Strong analytical, organizational, and problem-solving skills.
• Excellent written and verbal communication skills.
• Ability to collaborate effectively with cross-functional teams and external stakeholders.
• Proficiency in Microsoft Office and standard documentation tools.
• Demonstrated professionalism, integrity, discretion, and ability to handle confidential
information.
• PREFERRED QUALIFICATIONS
• Direct experience in PAGCOR regulatory compliance.
• Experience in the iGaming, online gaming, sportsbook, casino, or gaming industry.
• Experience supporting regulatory inspections, audits, investigations, or compliance reviews.
• Familiarity with ASC, AML/KYC, responsible gaming, and other gaming-related regulatory
requirements.
• Experience coordinating directly with regulatory authorities or government agencies.
