Leads a cross-functional, time-bound SWAT team that recommends where and how to expand based on demand, competition, and economics secures DOH, LGU, and PhilHealth compliance manages delivery to scope, schedule, and budget and executes a controlled handover to Clinical Operations with defined KPIs, SOPs, GTM and acceptance criteria. Continuously refines standardized playbooks to improve speed, quality, and predictability.
Job Purpose
Own end-to-end clinic development, ensuring on-time, on-budget, and fully compliant openings aligned to growth priorities. Stand up operationally ready sites/services and transition them to Clinical Operations for steady-state management.
Key Duties & Responsibilities
A. Network & Expansion Strategy
Develop and refresh the clinic network roadmap using market demand, member/employer density, referral patterns, competitive intensity, and unit economics.
Recommend priorities (new builds, service extensions, relocations, consolidations/closures).
Build robust business cases (volume ramp, P&L impact, CapEx/OpEx, payback/IRR, risks/mitigations).
B. Regulatory, Compliance & Government Engagement
Lead end-to-end licensing and accreditation across DOH, LGUs, and PhilHealth ensure audit-ready compliance before go-live.
Proactively engage regulators and manage evidence logs to anticipate blockers and accelerate approvals.
Maintain standardized regulatory checklists and templates.
C. Project Delivery & SWAT Team Leadership
Own the master project plan (scope, timeline, budget, resources) and critical path.
Coordinate Clinical Ops, Medical, IT, HR, Finance, Procurement, and Facilities resolve conflicts and manage dependencies.
Run change control manage risks/issues and cost/schedule variances.
D. Stakeholder Management & Reporting
Deliver monthly stakeholder reviews (KPI dashboard, variance analysis, decisions).
Lead post-launch reviews to capture lessons and update playbooks.
E. Process Design, Templating & Playbooks
Create and maintain feasibility frameworks, site assessment tools, permitting checklists, launch timelines, and handover protocols.
Incorporate lessons learned to continually improve speed, quality, safety, and cost discipline.
F. Handover to Clinical Operations
Co-design staffing models, patient flows, and SOPs with Clinical Operations.
Develop and execute GTM strategies together with Clinical Operations.
Execute structured handover with go/no-go and acceptance criteria.
Define run-rate KPIs and ownership post-handover.
Expected Results (Success Metrics)
Project completion within ≤10% of approved budget and timeline zero critical-path delays.
100% regulatory approvals (DOH/LGU/PhilHealth) prior to go-live with first-pass compliance.
Improved permit lead times, days-to-go-live, and days-to-first-patient versus baseline.
New sites meet or exceed business case payback/IRR utilization and contribution margin ramp on plan.
Handover protocol & acceptance criteria fully met SLA adherence in first 90 days.
Qualifications
Education & Experience
Bachelor's degree required MBA or healthcare-related graduate degree preferred.
10+ years in healthcare project management, expansion, operations strategy, or real estate/network planning.
Experience with DOH licensing, PhilHealth accreditation, and LGU permitting.
Proven leadership of cross-functional teams and complex clinic launches.
PMP (or equivalent) desirable.
