Job Description

Services, Inc. located in Manila, Philippines. The ROHQ supports Quanta's international expansion by sourcing and developing highly qualified workforce for Quanta companies in the US, Australia and worldwide. We are wholly owned by Quanta Services Inc., a New York Stock Exchange listed company (NYSE:PWR).

We are seeking a dedicated Civil Estimator to join our team. In this role, you will be responsible for preparing civil estimates and supporting tender submissions. Duties include obtaining market quotations, preparing RFQs, completing bills of quantities, undertaking quantity take-offs, corresponding with internal bid teams across NSW, QLD, SA and other regions, and preparing estimates for civil works.

KEY RESPONSIBILITIES

Estimating & Business Development

  • Take a lead role in the technical evaluation of business opportunities and tenders, as well as develop cost effective solutions
  • Receiving, interpreting, coordinating, preparing and actioning technical submissions and RFQ's (for supplier equipment and subcontractor services), and Tender Packages as directed.
  • Liaising with Engineering and Project Management teams to scope submissions, identify project (and other) risks, and prepare appropriate offers, response documentation and drawings as required.
  • Liaising with clients, consultants and subcontractors to clarify any arising discrepancies and queries.
  • Attending site inspection and tender meetings as required.
  • Estimating quantities and costs.
  • Recommending construction methods as appropriate, and the selection of suitable suppliers and subcontractors.
  • Preparing commercial and technical comments on offers / quotes as required.
  • Identifying, providing and reviewing appropriate commercial and contract data, in consultation with the Commercial team.
  • Preparing project schedules and programs, as necessary.
  • Requesting pricing and offers from suppliers and service providers in a timely manner.
  • Negotiating pricing from suppliers and service providers to improve competitiveness of organization bids.
  • Clarifying queries received from suppliers and sub-contractors.
  • Reviewing offers with the organization management team and amend as required.
  • Submitting and following up on submissions.
  • Providing support in post tender negotiations, as required.
  • Implementing appropriate administration processes that will ensure professional, efficient and accurate compilation and storage of data (both soft and hard copies).
  • Undertaking performance measurement surveys / monitoring of customers, suppliers, consultants, and subcontractors, etc.
  • Assisting in the monitoring of current market tendering and pricing levels.
  • Maintaining a pricing database.

REQUIRED EXPERIENCE

  • Strong quantity take-off skills
  • First-principles estimating capability
  • Proficiency in Excel
  • Ability to prepare RFQs and bills of quantities
  • Ability to liaise with internal bid managers and bid teams
  • Civil estimating experience, ideally within high-risk construction environments
  • Civil engineering qualification preferred, but not mandatory
  • Ability to work full-time hours from Manila with sufficient overlap with the Australian team

PREFERRED QUALIFICATIONS

  • MS Project – additional skill to develop programs
  • Experience in high-voltage substations or BES projects is advantageous but not a deal breaker
  • InEight estimating software experience is desirable but not essential
  • Bluebeam experience for quantity take-offs is preferred
