Technical Enablement
- Advise and support staff in designing, developing, and deploying apps and automation using approved platforms (e.g., Power Platform, RPA, AI tools).
- Provide hands-on clinics and troubleshooting for citizen developers.
- Provide expert advice to ensure templates, starter kits, and solution catalogs are appropriately used or developedsupporting consistent, scalable automation aligned with organizational needs and best practices.
Governance & Best Practices
- Ensure all citizen-developed solutions comply with IT security guardrails, data protection standards, and regulatory requirements.
- Review and provide feedback on solution designs, documentation, and lifecycle management.
- Contribute to the development and refinement of governance playbooks and onboarding processes.
Training & Capability Building
- Deliver structured learning sessions and workshops for staff (in coordination with ACM and Project delivery teams).
- Mentor Digital Champions and support the Citizen Dev Hub community.
- Curate and update knowledge materials, FAQs, and guidance documents.
Quality Assurance & Monitoring
- Conduct peer reviews and quality checks of citizen-developed apps and automations.
- Identify risks, gaps, and improvement opportunities in solution development.
Reporting & Continuous Improvement
- Track and report on adoption metrics, solution quality, and compliance.
- Provide recommendations for scaling citizen development and improving program outcomes.
Requirement And Qualification (Education & Work Experience)
Education and Work Experience
- Proven experience in citizen development, low-code/no-code platforms, and process automation.
- Strong understanding of governance, security, and compliance in digital solution development.
- Excellent facilitation, coaching, and communication skills.
- Experience in large organizations is preferred.
Technical Knowledge
- Proficiency in low-code/no-code platforms (especially Microsoft Power Platform: Power Apps, Power Automate, Power BI, CoPilot).
- Understanding of process automation, workflow design, and solution lifecycle management.
- Familiarity with IT governance, data protection, and security standards.
- Knowledge of best practices for documentation, testing, and deployment of digital solutions.
Soft Skills
- Strong communication and facilitation skills for training, mentoring, and stakeholder engagement.
- Problem-solving and analytical thinking.
- Ability to work collaboratively in cross-functional teams.
- Adaptability and willingness to learn new technologies and practices.

Tools/Software
- Microsoft Power Platform (Power Apps, Power Automate, Power BI, CoPilot).
- Collaboration tools (e.g. Microsoft Teams, SharePoint).
- Project management tools (e.g., MS Project, Planner, or similar).
- Documentation and knowledge management tools (e.g., Word, OneNote,).
Certification (if applicable)
- Microsoft Certified: Power Platform Fundamentals (PL-900) required.
- Microsoft Certified: Power Platform App Maker Associate (PL-100) preferred.
- Other relevant certifications in process automation, RPA, or IT governance are an advantage.
Work Arrangement
- Hybrid, requiring employees to report onsite three times a week. If the user unit requires contractors to report to HQ, compliance is mandatory.
- Work Schedule is from 8:00AM 5:00PM Manila Time.
