CIS Delivery Lead

About the Role

Join a leading electric distribution organization undergoing significant technology and business transformation. As part of the enterprise applications team, you will help strengthen and modernize critical Customer Information System (CIS) capabilities supporting customer operations, billing, payments, collections, and meter-to-cash processes.

We are looking for an experienced CIS Delivery Lead to lead the design, configuration, development, integration, and delivery of business-critical CIS solutions. You will also provide technical leadership to junior and mid-level developers, oversee delivery quality, and play a key role in complex utility billing, CIS configuration, systems integration, and application development initiatives.

Key Responsibilities

• Perform fit-gap analysis and translate business requirements into CIS configurations, parameters, business rules, scripts, extensions, integrations, or application code.
• Configure and validate CIS processes covering customer, account, service point, billing, rating, payments, collections, and meter-to-cash.
• Lead complex billing and regulatory configuration, functional-technical design, bill-accuracy assurance, and root-cause analysis.
• Develop and maintain application components and interfaces using established platform tools, APIs, and coding standards.
• Create unit and configuration tests and support integration, regression, performance, security, UAT, parallel-run, and production-verification testing.
• Support releases, patches, configuration migration, controlled data fixes, cutover, stabilization, incident resolution, and ongoing application maintenance.
• Troubleshoot production and application issues using logs, batch results, interface traces, bill analysis, and structured root-cause analysis.
• Build reusable components, configuration standards, automated tests, monitoring, and technical documentation to improve system maintainability.
• Prepare functional-technical designs, configuration workbooks, interface mappings, test evidence, deployment and rollback procedures, runbooks, and support documentation.
• Lead, coach, and develop junior to mid-level CIS developers, including work allocation, technical guidance, code/configuration reviews, capability building, and delivery-quality oversight.
• Ensure operational readiness and complete technical handover for assigned areas.

What We're Looking For

• Typically, 5+ years of experience in enterprise application development and/or utility CIS configuration.
• Experience across solution design, development/configuration, systems integration, testing, release, and production support.
• Strong enterprise application development experience using C#/.NET, Java, or a comparable object-oriented programming language.
• Strong knowledge of SQL, relational databases, query analysis, data validation, and controlled data correction.
• Hands-on experience with REST APIs, JSON, XML, SOAP, authentication, integration design, and error handling.
• Experience with CIS configuration and parameterization, including business rules, scripts, reference data, and controlled migration between environments.
• Knowledge of software engineering practices including source control, peer review, CI/CD, automated testing, secure coding, and controlled deployment.
• Experience owning complex components or features end-to-end and leading technical design, quality reviews, troubleshooting, and delivery.
• Previous experience mentoring or leading junior to mid-level developers.
