Purpose of the position
The Chief Finance Officer is responsible for the overall financial governance, financial management, commercial oversight and financial sustainability of the Company.
Reporting directly to the Director, the Chief Finance Officer provides strategic financial leadership across the organisation and ensures that financial systems, policies, controls, reporting, budgeting, forecasting, compliance and governance frameworks support the company's operational performance, growth, risk management and long-term sustainability.
The Chief Finance Officer will lead the finance function, oversee all financial operations, strengthen internal controls, support organisational planning, and ensure the Company meets its statutory, regulatory, taxation, audit, funding and governance obligations. The role is responsible for ensuring the Director and Executive Team receive timely, accurate and strategic financial information to support informed decision-making.
As a member of Company's Executive Leadership Team, the Chief Finance Officer is expected to operate as a senior organisational leader and trusted adviser to the Director, bringing commercial discipline, financial insight, ethical leadership and a strong understanding of the disability, community care and human services operating environment.
Key Accountabilities / Duties
1. Strategic Financial Leadership
• Provide strategic financial advice to the Director and Executive Team to support informed decision-making and long-term organisational sustainability.
• Lead the development of financial strategy, budgets, forecasts and financial modelling aligned with Company's strategic objectives.
• Identify financial risks, opportunities and trends, and recommend actions to improve performance, growth and sustainability.
• Contribute to organisational planning, service development and commercial assessment of new initiatives, partnerships and growth opportunities.
2. Financial Governance and Compliance
• Lead financial governance across the organisation, including policies, procedures, delegations, controls and compliance frameworks.
• Ensure compliance with accounting standards, taxation obligations, audit requirements, funding requirements and relevant regulatory obligations.
• Oversee financial compliance relating to NDIS, NIISQ, DVA and other funding or service arrangements.
• Coordinate external audit, taxation and statutory reporting processes and ensure timely resolution of any findings or recommendations.
3. Financial Management and Reporting
• Oversee all financial operations, including budgeting, forecasting, cash flow, payroll, accounts payable, accounts receivable, billing and reconciliations.
• Ensure accurate and timely monthly, quarterly and annual financial reporting to the Director and Executive Team.
• Monitor organisational financial performance against budget and provide clear analysis, insights and recommendations.
• Maintain effective reporting systems, dashboards and key financial indicators to support operational and executive decision-making.
4. Operational and Commercial Oversight
• Work with senior leaders to align financial management with service delivery, workforce planning, client outcomes and organisational growth.
• Provide commercial and financial analysis for programs, services, tenders, contracts, procurement and major projects.
• Monitor service and program viability, including revenue, expenditure, margins, utilisation, billing and debtor management.
• Support improvements to pricing, cost control, resource allocation and financial sustainability across the organisation.
5. Risk Management and Internal Controls
• Identify, assess and manage financial risks across the organisation.
• Maintain strong internal controls to safeguard company assets, prevent fraud and ensure financial accountability.
• Oversee key financial risk areas including cash flow, payroll accuracy, revenue leakage, debtor management and reporting accuracy.
• Provide timely advice to the Director regarding material financial risks, control weaknesses or emerging issues.
6. Systems, Process Improvement and Data Integrity
• Oversee finance, payroll, billing and reporting systems to ensure accuracy, efficiency and scalability.
• Lead continuous improvement of financial processes, workflows, documentation and reporting.
• Ensure data integrity across finance-related systems and improve the quality and usefulness of financial information.
• Recommend and implement system or process improvements that strengthen governance, efficiency and decision-making.
7. Leadership and Team Management
• Lead, develop and manage the finance team to ensure high performance, accountability and professional standards.
• Provide clear direction, supervision, coaching and performance feedback to direct reports.
• Build financial capability across the organisation by supporting managers to understand budgets, reporting and financial responsibilities.
• Foster a collaborative, respectful and service-oriented finance culture aligned with Company's D.R.I.V.E values.
8. Stakeholder Engagement
• Act as a trusted financial adviser to the Director, Executive Team and senior leaders.
• Build strong relationships with internal stakeholders and provide practical financial advice to non-financial managers.
• Liaise with external accountants, auditors, banks, insurers, advisers, regulators and funding bodies as required.
• Represent the organisation professionally while maintaining confidentiality, integrity and sound judgement

Qualifications and requirements:
Essential
• Bachelor degree in accounting, finance, commerce, business or a related discipline
• CPA, CA, or equivalent professional accounting qualification
• 3+ years experience in the NDIS, NIISQ, DVA, disability support, community services or care sector
• Significant senior finance leadership experience, preferably within disability, community services, health, aged care, human services or another regulated service environment
• Demonstrated experience leading financial governance, budgeting, forecasting, reporting, audit, taxation, payroll, accounts payable, accounts receivable and cash flow management
• Proven ability to provide strategic financial advice to Directors, Boards, Executives or senior leadership team
• Strong understanding of financial controls, risk management, compliance and governance
• Experience leading and developing finance teams
• Demonstrated ability to interpret financial data and provide practical commercial insights
• High-level analytical, problem-solving and decision-making skills
• Advanced proficiency with accounting software, payroll systems, reporting tools, Microsoft Excel and financial modelling
• Excellent written and verbal communication skills
• Demonstrated integrity, confidentiality and professionalism.
Desirable
• Masters degree in business, finance, accounting, commerce or a related field
• Experience with financial management in a growing or multi-site organisation
• Experience implementing or improving finance systems, dashboards, reporting processes or internal controls
• Experience supporting organisational growth, restructuring, acquisitions, tenders, grants or major projects
• Understanding of SCHADS Award-related workforce cost considerations.
