JOB DESCRIPTION

The Division Chief of the Procurement Management Division (PMD) provides overall leadership, direction, and supervision in the planning, management, coordination, and monitoring of the agency's procurement activities. The position ensures that procurement processes are conducted in accordance with applicable laws, rules, regulations, policies, and established government procurement procedures.

Functions and Responsibilities:

1. Provides overall leadership, direction, and supervision in the planning, implementation, coordination, and monitoring of the agency's procurement activities

2. Ensures that procurement activities are timely, transparent, efficient, accountable, and compliant with applicable procurement laws, rules, regulations, GPPB issuances, and agency policies

3. Reviews and oversees the processing of procurement plans, documents, transactions, contracts, reports, and other related requirements to ensure accuracy, completeness, and timely action

4. Makes decisions and provides appropriate recommendations on complex procurement issues and operational concerns

5. Leads the development and improvement of procurement systems, processes, and procedures to improve efficiency, transparency, accountability, and service delivery

6. Monitors the implementation of procurement plans, targets, and performance indicators and ensures the timely submission of required reports and outputs

7. Supervises, guides, coaches, and develops Procurement Management Division personnel and ensures proper assignment and accountability of duties and responsibilities

8. Represents the Division in meetings, committees, consultations, technical discussions, and other official activities related to procurement

9. Ensures that the Division's procurement services and outputs support the timely and effective implementation of the agency's programs, projects, and operational requirements

10. Reviews and/or signs relevant procurement documents and other official documents within the scope of authority and

11. Performs other duties and responsibilities as may be assigned by the AS-PMD Director.
