Through CareMin Clinics, ICM is expanding access to high-quality and equitable primary healthcare for underserved communities, particularly across the Visayas and Mindanao.
Role Description
ICM is hiring a CareMin Clinics Executive Director to lead the strategy, performance, financial sustainability, quality, and growth of the ICMMI clinic system.
Reporting to the ICM Global Chief Health Officer, the Executive Director will lead the clinic leadership team and ensure that Clinical Services, Clinic Operations, and Clinic Launch functions work together effectively.
This role will oversee clinic system strategy, financial planning, PhilHealth and YAKAP revenue cycle performance, operational excellence, clinical quality, risk management, regulatory compliance, partnerships, and expansion.
The Executive Director will work closely with ICM Global leadership, the ICM Board, funders, government partners, private providers, and other stakeholders to ensure that CareMin Clinics remain mission-focused, financially sustainable, compliant, and responsive to the needs of underserved patients.
Key Responsibilities
- Lead the overall strategy, performance, sustainability, and growth of the CareMin Clinics system
- Lead and support the clinic leadership team, including Clinical Operations, Clinical Services, and the Clinic Launch Team
- Oversee PhilHealth and YAKAP registration, claims, receivables, collections, rejected claims, and payment delays
- Monitor revenue cycle performance and address operational or financial bottlenecks
- Ensure accurate reconciliation between clinic systems, PhilHealth and YAKAP records, and ICM Finance records
- Lead annual and multi-year clinic budgeting in coordination with ICM Finance and Global leadership
- Maintain cash flow and financial runway forecasts and escalate funding or liquidity risks
- Review budget-versus-actual results, clinic revenue, expenses, and financial performance
- Lead corrective action when clinics fall below financial or operational targets
- Strengthen financial controls, procurement, inventory management, cash handling, approvals, and audit readiness
- Ensure compliance with donor, grant, legal, regulatory, PhilHealth, data privacy, and ICM requirements
- Evaluate the mission impact, patient access, quality, and financial viability of each clinic site
- Recommend the expansion, restructuring, relocation, continuation, or closure of clinic sites when needed
- Set targets and implementation plans for scaling clinics across the Visayas and Mindanao
- Oversee clinic launches, including site preparation, licensing, recruitment, training, supply chain, and resourcing
- Ensure the clinic system's Quality Assurance Plan and clinical performance indicators are implemented
- Expand access to primary healthcare for underserved communities
- Drive targets related to facilities opened, patients served, PhilHealth and YAKAP registration, and disease-specific outcomes
- Identify and develop new ways to deliver primary healthcare to underserved populations
- Maintain a clinic system risk register covering clinical, operational, financial, compliance, data privacy, and reputational risks
- Build strategic relationships with PhilHealth, the Department of Health, local government units, private providers, funders, service partners, and ICM leaders
- Provide regular strategic, operational, clinical, and financial reports to leadership, governance bodies, funders, and the ICM Board

Helpful Experience May Include
- At least five years of experience managing major health projects, including responsibility for budgets
- Executive or senior leadership experience
- Experience managing healthcare facilities, clinic systems, or primary healthcare programs
- Experience overseeing PhilHealth, YAKAP, healthcare claims, reimbursement, or revenue cycle processes
- Experience leading multi-site operations, clinic expansion, or new facility launches
- Experience with financial planning, budgeting, cash flow, procurement, inventory, and internal controls
- Experience working with boards, funders, government agencies, private providers, or senior stakeholders
- Experience in quality assurance, compliance, licensing, data privacy, or healthcare risk management
- Experience leading multidisciplinary teams across clinical, operational, and administrative functions
- Experience working in the Philippines, particularly within the Visayas and Mindanao
- Experience in a Christian, faith-based, nonprofit, or mission-driven organization
- References demonstrating successful health project management and leadership
