We are hiring a CAPEX & PROJECT ENGINEERING MANAGER!
Job Purpose:
Organize, direct, and control the CAPEX & Project Engineering group. Drive technical studies, site optimization, capacity expansion, and reliability improvements aligned with the overall operational roadmap.
Key Achievements & Responsibilities:
Strategic CAPEX & Planning Management:
- Define and execute plant engineering project plans to support long-term operational excellence, efficiency enhancement, and safety improvement.
- Formulate, present, and control section/departmental CAPEX and OPEX budgets for executive approval.
- Align site replacement and major CAPEX execution schedules seamlessly with scheduled site maintenance and shutdown windows to minimize downtime.
Engineering Design & Technical Services:
- Translate plant operational needs into technical engineering requirements across Electrical, Mechanical, and Civil engineering domains.
- Conduct technical feasibility studies, generate scopes of work (SOW), design specifications, and cost estimates to support project approval papers.
- Provide expert technical review to guide project engineers toward simplified, cost-efficient, and equally effective alternatives.
Execution, Commissioning & Quality Control:
- Lead end-to-end execution of process, non-process, building, and facility projects.
- Manage contractors and suppliers; challenge cost estimates and review contracts to secure strict adherence to budgets, timelines, and quality standards.
- Oversee testing, commissioning, and After-Action Reviews (AAR) prior to formal project turnover to operations.
- Track post-turnover performance against Key Performance Indicators (KPIs) to confirm targeted operational improvements are achieved.
- Update facility specifications, coding, and asset history records upon completion of each CAPEX project.
EHS, Quality & Regulatory Compliance:
- Enforce strict adherence to global engineering standards, safety directives, and local environmental regulations.
- Manage contingency risks during execution with systematic impact evaluations.
- Ensure full compliance with Integrated Management Systems (IMS), change management policies, and IT directives.
Education & Professional Credentials:
- Registered PRC Licensed Engineer (Active & Fully Compliant)
- Bachelor of Science in Engineering (Mechanical / Electrical / Electronics / Civil Engineering)
- 5+ Years of Combined Field Maintenance & Project Management Experience (Including Supervisory/Leadership Roles)
