Purpose:
The Technical Buyer is responsible for the strategic sourcing, procurement, and expediting of technical materials, equipment, and services required for Oil & Gas operations. This role ensures timely and cost‑effective purchasing while maintaining strict compliance with specifications, quality standards, and HSE requirements. The Technical Buyer works closely with engineering, maintenance, operations, and other supply chain teams to support uninterrupted operations.
THE ROLE
Procurement & Sourcing
- Source, evaluate, and procure technical materials and services such as rotating equipment, valves, instrumentation, electrical components, piping, spare parts, and other maintenance, repair & operations (MRO) items.
- Prepare and issue RFQs, solicit bids, perform commercial evaluations and award Purchase Orders based on most competitive offers.
- Conduct vendor negotiations to secure best possible pricing, terms, and delivery.
- Ensure material compliance with engineering specifications, drawings, and industry standards (API, ASME, ASTM, ISO) as indicated in the Material Master data and prepare technical bid tabulations of alternative offers for acceptance of Discipline Engineers, Work Order Preparers and other end users.
Vendor & Stakeholder Management
- Develop and maintain strong relationships with approved suppliers, OEMs, and contractors.
- Coordinate with engineering, maintenance, and planning teams to clarify material specifications and ensure technical accuracy.
- Work closely with logistics, warehouse, and QA/QC to resolve discrepancies and quality issues.
Purchase Order Execution
- Create and manage purchase orders, ensuring accuracy of specifications, incoterms, pricing, and lead times.
- Monitor order progress and expedite critical materials to prevent operational delays.
- Maintain accurate documentation and procurement records in ERP systems (SAP).
Cost Control & Continuous Improvement
- Analyze market trends, pricing fluctuations, and supplier performance to optimize procurement strategies.
- Contribute to annual cost‑saving initiatives and procurement process improvements.
- Participate in supplier audits and performance evaluations.
Compliance & Governance
- Ensure full adherence to HSSE, Procurement Policies, and audit requirements.
- Follow Ethics and Compliance regulations relevant to Supply Chain.
THE INDIVIDUAL
Education
- Bachelor's degree in Engineering, Supply Chain, Business, or related field.
- Technical background (Mechanical, Electrical, Instrumentation) preferred.
Experience
- 3–7 years of procurement experience in Oil & Gas, Petrochemical, or EPC environment.
- Strong knowledge of technical materials: mechanical, electrical, instrumentation, rotating/ static equipment, and other MRO spares.
- Experience working with engineering drawings, data sheets, and material specifications.
Skills
- Strong negotiation, analytical, and communication skills.
- Proficient in ERP systems (SAP MM preferred).
- Ability to read technical drawings and BOMs.
- Knowledge of international standards (API, ASME, ISO).
- Strong vendor management and market intelligence capability.
